RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: 02-03463
INDEX CODE: 128.05
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His reenlistment date be changed from 17 Dec 01 to 17 Jan 02.
_________________________________________________________________
APPLICANT CONTENDS THAT:
He was not due to reenlist until 16 Feb 02; however, he reenlisted on
17 Dec 01 while deployed to Diego Garcia. The following month the
Selective Reenlistment Bonus (SRB) list was released and activated the
week of 17 Jan 02.
In support of his request, the applicant submits a copy of his AF Form
901, Reenlistment Eligibility Annex to DD Form 4. The applicant’s
complete submission, with attachment, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant’s Total Active Federal Military Service Date (TAFMSD) is
17 Aug 92. He has been progressively promoted to the grade of staff
sergeant (E-5), with an effective date and date of rank of 1 Dec 99.
The applicant is assigned to the supply career field, with a Control
Air Force Specialty Code (CAFSC) of 2S051. His most recent
reenlistment was on 17 Dec 01 for a period of 4 years.
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends the application be denied. DPPAE stated
that, on 17 Jan 02, HQ USAF released a new Selective Reenlistment
Bonus (SRB) list. The window to get the SRB recomputed was if the
member reenlisted between 2 Jan 02 and 16 Jan 02. The SRB review had
not been announced as of the date the applicant reenlisted (17 Dec
01); therefore, the Military Personnel Flight (MPF) was not able to
brief the applicant it had changed. The HQ AFPC/DPPAE evaluation is
at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 6
December 2002 for review and response. As of this date, no response
has been received by this office (Exhibit D).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case.
However, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt the rationale expressed as
the basis for our decision that the applicant has failed to sustain
his burden that he has suffered either an error or an injustice. In
view of the above and absent evidence by the applicant which would
lead us to believe he was provided inaccurate or misleading
information at the time he executed his reenlistment, we find no
compelling basis to recommend granting the relief sought in this
application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
