APPLICANT REQUESTS THAT:

He receive a Selective Reenlistment Bonus (SRB)  for  his  17  Jan  03
reenlistment.

APPLICANT CONTENDS THAT:

He has never received an SRB even though he has reenlisted two  times,
extended once, and served for nearly 10 years. He was given reason  to
believe he would really receive a bonus this time for the  first  time
in his career. He feels he should be authorized an SRB.

STATEMENT OF FACTS:

The applicant is currently serving in  the  grade  of  staff  sergeant
(Date of  Rank:  1  Sep  01).  He  is  an  aerospace  medical  service
journeyman assigned to Andrews AFB, MD. His Air Force  Specialty  Code
(AFSC) is 4N051. When he reenlisted for a period of six  years  on  17
Jan 03, he had approximately nine years, four months and three days of
total active federal military service.

A “Zone B” SRB is a bonus for members having over six but less than 10
years of total active federal military service and whose AFSC has been
authorized to receive a bonus.

AIR FORCE EVALUATION:

HQ AFPC/DPPAE advises that in order to receive a Zone B SRB,  one  had
to be authorized for the applicant’s AFSC. According to the 31 Oct  02
Supplemental  SRB  List,  the  applicant’s  AFSC  of  4N051  was   not
authorized an SRB. Since no SRB was  authorized  for  Zone  B  of  the
applicant’s AFSC, denial is recommended.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air  Force  evaluation  was  forwarded  to  the
applicant on 7 Mar 03 for review and comment within 30  days.   As  of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough  review  of  the
evidence  of  record  and  the  applicant’s  submission,  we  are  not
persuaded that he should receive an SRB. The  applicant’s  contentions
are duly noted; however, we do not find these assertions,  in  and  by
themselves, sufficiently persuasive to override the rationale provided
by the Air Force. According to the 31 Oct 02  Supplemental  SRB  List,
the applicant’s AFSC was not authorized  an  SRB.  We  understand  his
disappointment, but to award him an  SRB  would  be  unfair  to  other
members  with  the  same   AFSC.   We   therefore   agree   with   the
recommendations of the Air Force and adopt the rationale expressed  as
the basis for our decision that the applicant has  not  sustained  his
burden of having suffered either an error or an injustice. In view  of
the above and absent persuasive evidence to the contrary, we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
