APPLICANT REQUESTS THAT:

He be reimbursed  for  premiums  paid  on  his  Servicemember’s  Group  Life
Insurance (SGLI).

APPLICANT CONTENDS THAT:

He didn’t have SGLI from the beginning of when it  was  raised  to  $250,000
coverage.  When he returned from being deployed, he  noticed  the  insurance
deductions on his leave and earnings statements (LES); however,  he  thought
that the error would correct itself.  After a year of deductions were  made,
he took steps to stop the deductions  and  seek  reimbursement  of  previous
deductions.

In  support  of  his  request,  the  applicant  provided  a  copy   of   his
Servicemembers’ Group Life Insurance Election and Certificate, dated 9  July
1999; AFPC/DPW letter, dated 19 November 2002; and  several  copies  of  his
leave  and  earning  statements  before  and  after  SGLI  deductions.   The
applicant’s complete submission is at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving on active duty  in  the  grade  of  staff
sergeant (E-5).  His Total Active Federal Military Service Date is  30  June
1999.

On 9 July 1999, the applicant declined SGLI  coverage  on  SGLV  8286,  SGLI
Election and Certificate.

AIR FORCE EVALUATION:

AFPC/DPW  recommends  the  application  be  denied.   On  30  October  2002,
AFPC/DPW notified the  applicant  that  they  were  unable  to  process  his
application without additional documentation.  DPW requested a copy  of  his
SGLI certificate declining coverage, TDY orders,  and  any  other  pertinent
documentation  to  support  his  claim.   The  applicant  did  not  respond;
therefore, DPW states that the applicant  did  not  provide  the  additional
information needed to sufficiently evaluate his claim.  The  DPW  evaluation
is attached at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was  forwarded  to  the  applicant  on  7
February 2003 for review and response (Exhibit C).  As of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice.  The applicant was properly charged with  a
debt as a result  of  the  passage  of  Public  Law  106-419,  Section  312,
effective 1 April 2001, which automatically  increased  the  level  of  SGLI
coverage.  Since the applicant did not provide  the  additional  information
requested in order to sufficiently evaluate his claim,  it  is  our  opinion
that no basis exists to reimburse the  premiums  withheld.   Therefore,  the
applicant’s request is not favorably considered.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
