APPLICANT REQUESTS THAT:

His Air Force Commendation Medal (AFCM), first oak leaf cluster  (1OLC),  be
added to his DD Form 214, Certificate of Release or  Discharge  from  Active
Duty.

APPLICANT CONTENDS THAT:

He received the AFCM 1OLC but it is not reflected on his DD Fm 214.

In support of his request, applicant provided a copy of his DD Fm  214,  the
AFCM citation, and the AFCM  1OLC  certificate.   His  complete  submission,
with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant contracted his initial enlistment in the Regular Air Force  on  20
Jul 67.  On 30 Nov 87, he was voluntarily retired for years of  service,  in
the grade of master sergeant.

AIR FORCE EVALUATION:

AFPC/DPPPR  reviewed  applicant’s  request  and  recommends  denial.   DPPPR
states that the order awarding a decoration is the primary  source  document
required to verify award of a decoration.  DPPPR asked the applicant on  two
occasions to provide a copy of the order.  He has  not  responded  to  their
requests.

The DPPPR evaluation, with attachments, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 13  Sep
02 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of error or injustice warranting award of the AFCM (1OLC).   While
the applicant could not provide a copy of the order awarding  him  the  AFCM
(1OLC) for the  period  in  question,  we  are  persuaded  by  the  evidence
provided by the applicant that the award was processed and approved  on  the
occasion of his retirement from the Air Force.  In view of the above, it  is
our opinion that any doubt in this matter should be resolved  in  his  favor
and that his records should be corrected as set forth below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected  to  show  that  he  was  awarded  the  Air  Force
Commendation Medal (AFCM), first oak leaf cluster  (1OLC),  for  meritorious
service during the period 8 November 1983 through 30 November 1987.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating APPLICANT , be corrected to show that he was awarded the Air Force
Commendation Medal, first oak leaf cluster, for meritorious service during
the period 8 November 1983 through 30 November 1987.
