APPLICANT REQUESTS THAT:
The Officer Selection Brief (OSB) prepared for consideration by the
Calendar Year 2001B (CY01B) Central Lieutenant Colonel Selection
Board, be amended in the "Assignment History" section by adding the
duty title of “Joint Information System/Team Leader, ---- Center,"
with an effective date of 16 Apr 98.
She be given Special Selection Board (SSB) consideration for promotion
to the grade of lieutenant colonel by the CY01B Central Lieutenant
Colonel Selection Board.

APPLICANT CONTENDS THAT:
The Assignment History section on the CY01B OSB did not reflect a
third job she had while at the ----- (-----). On 16 Apr 98, her duty
title became Joint Information Systems/Team Leader, ----. Her record
shows her duty title as Commander in Chief (CINC) Support
Representative.
In support of her appeal, the applicant provided two personal
statements and a copy of her Officer Performance Report (OPR) closing
1 Nov 98.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
major, having been promoted to that grade on 1 Nov 97. Her Total
Active Federal Military Service Date (TAFMSD) is 3 Oct 85.

AIR FORCE EVALUATION:
AFPC/DPAS indicated that the applicant served as the Joint Information
Systems/Team Leader, ------ Center from 16 Apr 98 until her permanent
change of station (PCS) departure in Jul 99. This information is now
correctly reflected in the military personnel data system (MILPDS).
A complete copy of the AFPC/DPAS evaluation, with attachment, is at
Exhibit C.
AFPC/DPPPO recommended denial indicating that although the 16 Apr 98
duty title was not listed on the applicant’s OSB, the duty title was
correctly reflected on her corresponding OPR that met the board. As
such, they believe that the board was able to distinguish the
difference between the information on the OSB, and the information
reflected on the applicant’s OPR. Additionally, each officer eligible
for promotion by the CY01B board received an officer preselection
brief (OPB) 90-100 days prior to the central board convening date.
The OPB contains data that will appear on the OSB at the central
board. Written instructions contained in the Military Personnel
Flight Memorandum (MPFM) attached to the OPB, and given to the officer
before the central selection board, specifically instruct the officer
to carefully examine the brief for completeness and accuracy. If any
errors are found, corrective action must be taken prior to the
selection board, not after it. The instructions (as does guidance in
AFI 36-2501) specifically state, “Officers will not be considered by a
Special Selection Board if in exercising reasonable diligence, the
officer should have discovered the error or omission in his/her
records and could have taken timely corrective action.” Although the
applicant exercised reasonable diligence in ensuring her OPR closing 1
Nov 98 was in her officer selection record (OSR) prior to the board,
she acknowledges she overlooked the error on her OSB.
AFPC/DPPPO stated that while it may be argued that the missing duty
title was a factor in the applicant’s nonselection, there was no clear
evidence that this data negatively impacted her promotion opportunity.
Central boards evaluate the entire OSR (including the promotion
recommendation form, OPRs, officer effectiveness reports, training
reports, letters of evaluation, decorations, and OSB), assessing whole
person factors such as job performance, professional qualities, depth
and breadth of experience, leadership, and academic and professional
military education. They were not convinced that the administrative
error in the duty title from four years ago contributed to the
applicant’s nonselection for promotion.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 27
Nov 02 for review and response. As of this date, no response has been
received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting corrective action. The
Board notes that the applicant’s duty history has been corrected
administratively to reflect her duty title of Joint Information
Systems/Team Leader, ---- , effective 16 Apr 98. Notwithstanding
this, a majority of the Board is not inclined to recommend SSB
consideration with a corrected OSB by the CY01B board. The duty title
was correctly reflected on her OPR rendered for the period 16 Apr 98
through 1 Nov 98, which was a part of the applicant’s OSR. Therefore,
the board had the correct information available for its consideration.
Furthermore, the Board majority finds no evidence that the applicant
did not receive an OPB prior to the convening of that board. In the
majority's view, not only did she have ample opportunity, she had a
responsibility to ensure that her records were correct prior to being
considered for promotion. Therefore, in the absence of sufficient
evidence to support a determination that the applicant’s record before
the original selection board was so inaccurate or misleading that the
board was unable to make a reasonable decision concerning her
promotability in relationship to her peers, a majority of the Board
concludes that no basis exists to recommend favorable action on the
applicant’s request for SSB consideration with her corrected records.

RECOMMENDATION OF THE BOARD:
A majority of the panel finds insufficient evidence of error or
injustice and recommends the application be denied.

SUBJECT: AFBCMR Application of
I have carefully reviewed the evidence of record and the
recommendation of the Board members. A majority found that applicant
had not provided sufficient evidence of error or injustice and
recommended the case be denied. I concur with that finding and their
conclusion that relief is not warranted. Accordingly, I accept their
recommendation that the application be denied.
