APPLICANT REQUESTS THAT:
1. The close-out date of his Enlisted Performance Report (EPR) rendered for
the period 3 Jun 98 through 14 Jan 99 be changed to reflect a date prior to
30 Dec 98.
2. He be provided supplemental promotion consideration for the 99E6
promotion cycle.

The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal is at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letters prepared by the
appropriate offices of the Air Force at Exhibits C and D.

AIR FORCE EVALUATION:
AFPC/DPPPE reviewed applicant's request and recommends approval of the
applicant's request. DPPPE states that his appeal submitted to the
Evaluation Reports Appeal Board (ERAB) was denied because he did not
provide factual evidence to substantiate his claim. However, he has now
provided supporting documentation to support his position that he in fact
changed assignments on 30 Dec 98. In accordance with AFI 36-2403 the close-
out date of his EPR should be projected for 30 days prior to his departure
date. The DPPPE evaluation is at Exhibit C.
AFPC/DPPPWB reviewed applicant's request and states that his total score
for the 99E6 promotion cycle was 324.92 and the score required for
selection was 327.33. He missed promotion by -2.41 points. His promotion
EPR score was 130.95. If the EPR in question is added to his promotion EPR
score will be 132.00, an increase of 1.05 points. His total score would
not result in his selection for promotion to technical sergeant. The
DPPPWB evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 1 Feb 02, for review and response. As of this date, no response has
been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice warranting correction of the
contended Enlisted Performance Report (EPR). In this respect, after
reviewing the evidence provided in support of his appeal it appears that
his permanent change of assignment occurred on 30 Dec 98. In accordance
with policy that was in effect at the time, the close-out date of his EPR
should have been established as a date prior to that date. In light of the
aforementioned and the fact that the Air Force office of primary
responsibility has recommended approval of his request, we recommend that
his EPR be corrected as set forth below.
4. In regards to his request for supplemental promotion consideration, we
note that in this particular case, supplemental promotion consideration
under the Weighted Airman Promotion System (WAPS) requires that his
weighted scores be recalculated, including the above corrected EPR when
formulating his total EPR points. The Air Force office of primary
responsibility has already performed the appropriate computation of his
WAPS score including the above corrected EPR and has determined that he
would not become a selectee. Accordingly, it is our opinion that further
consideration for promotion to the grade of technical sergeant is not
necessary and recommend denial of that portion of his request.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that the close-out date for the Enlisted
Performance Report (EPR) rendered for the period 3 June 1998 through 14
June 1999, be changed to reflect 29 December 1998.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the close-out date for the
Enlisted Performance Report (EPR) rendered for the period 3 June 1998
through 14 June 1999, be, and hereby is, changed to reflect 29 December
1998.
