APPLICANT REQUESTS THAT:
His Air Force Commendation Medal (AFCM), (2OLC), be considered in the
promotion process for cycle 99E6 to technical sergeant.

APPLICANT CONTENDS THAT:
His supervisor initially recommended him for award of the AFCM in October
1998. In February 1999 he deployed to Kuwait and was notified of his
nonselection for promotion to technical sergeant in May 1999 while still
deployed. Upon his return from Kuwait in June 1999, he discovered that the
AFCM had been “lost” in the squadron and was not completed.
In support of his request applicant submitted a personal statement,
supporting statements from his former and current commanders, a statement
from the Deputy Fire Chief, a statement from his supervisor, and a copy of
special order GAA-00153.

STATEMENT OF FACTS:
Applicant initially enlisted in the Regular Air Force on 8 Jan 87.
Applicant has been progressively promoted to the grade of staff sergeant,
effective and with a date of rank of 1 Nov 94. Subsequent to his promotion
to that grade, he received six Enlisted Performance Reports (EPRs), each of
which the overall promotion recommendations were 5.
The relevant facts pertaining to this application, extracted from the
applicant’s military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
AFPC/DPPPR, Recognition Programs Branch, reviewed applicant’s request and
states that no administrative errors are contained in
the orders or award of the decoration (see Exhibit B).
AFPC/DPPPWB, Enlisted Promotion and Military Testing Branch, reviewed
applicant’s request and recommends denial. DPPPWB states that the
decoration does not meet the criteria for promotion credit during the 99E6
cycle. Documentation in the applicant’s case reflects the recommendation
package for the AFCM was intended to be submitted in Dec 98, however, there
is no indication the package was placed into official channels prior to the
time selections for the 99E6 cycle were announced. To approve the
applicant’s request would not be fair or equitable to many others in the
same situation who also miss promotion selection by a narrow margin.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 4
Aug 00 for review and response within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After reviewing the
documentation provided, we are convinced that the AFCM should have been
included in the applicant's selection process for promotion cycle 99E6.
Air Force policy states that a recommendation is placed into official
channels when the recommending official signs the recommendation and a
higher official in the chain of command endorses it. A statement provided
by the applicant's commander indicated that he recalls endorsing the
recommendation in December 1998, which we determined to be credible
evidence that would lead us to believe that the AFCM was placed into
official channels within the prescribed time limits. It appears that due
to an administrative oversight beyond the applicant's control; the
recommendation was lost somewhere in the administrative process. In light
of the above, we believe that this matter should be resolved in the
applicant's favor. Accordingly, we recommend that his records be corrected
as indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that the Recommendation for Decoration
Printout (RDP) for award of the Air Force Commendation Medal (AFCM), Second
Oak Leaf Cluster (2OLC), covering the period 25 Feb 95 through 8 Jul 98,
was endorsed by his commander on 15 Dec 98.
It is further recommended that he be provided supplemental consideration
for promotion to the grade of technical sergeant for promotion cycle 99E6.
If AFPC discovers any adverse factors during or subsequent to supplemental
consideration that are separate and apart, and unrelated to the issues
involved in this application, that would have rendered the applicant
ineligible for this promotion, such information will be documented and
presented to the Board for a final determination on the individual's
qualifications for the promotion.
If supplemental promotion consideration results in the selection for
promotion to any higher grade, immediately after such promotion the records
shall be corrected to show that he was promoted to the higher grade on the
date of rank established by the supplemental promotion and that he is
entitled to all pay, allowances, and benefits of such grade as of that
date.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Recommendation for
Decoration Printout (RDP) for award of the Air Force Commendation Medal
(AFCM), Second Oak Leaf Cluster (2OLC), covering the period 25 Feb 95

Through no fault of the applicant, his record was incomplete at the time he was considered for promotion in the 98E6 cycle in that the AFCM in question was not in his records.
