RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: 99-00210
INDEX CODE: 100.01
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His name be changed from Sutterfield to Satterfield.
_________________________________________________________________
APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal are at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force (Exihibit C). Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Directorate, Personnel Program Management, HQ AFPC/DPPRR, reviewed this
application and states that the applicant’s military records, including his
DD Form 214, show that his name is Sutterfield. He even signed his
signature on the DD Form as Sutterfield. The applicant had a birth
certificate issued on 13 June 2000, 40 years and 1 month after he separated
from the Air Force. There is no proof that his name was Satterfield while
on active duty. Since there is no documentation showing his name being
different on active duty they recommend leaving his documents as is,
reading Sutterfield.
A complete copy of the Air Force evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 8 December 2000, a copy of the Air Force evaluation was forwarded to the
applicant for review and response within thirty (30) days. As of this
date, no response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice warranting the applicant’s last
name be changed from Sutterfield to Satterfield. After reviewing the
evidence submitted with this appeal, the majority of the Board is persuaded
that the applicant’s records should be changed. The applicant’s military
records, including his DD Form 214, show that his name is Sutterfield. He
even signed the DD Form 214 as Sutterfield. The Board majority is somewhat
perplexed as to why the applicant did not correct this apparent error at
the time it occurred; furthermore, we can not determine why he signed the
form incorrectly. Nonetheless, a majority of the Board believes that there
would be no harm correcting the applicant’s records. The applicant has
submitted a certification of birth reflecting his last name and his
father’s last name as Satterfield. Therefore, the majority of the Board
recommends the applicant's records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to the name of APPLICANT, SSAN, be changed to reflect APPLICANT, SSAN.

The following members of the Board considered this application in Executive
Session on 14 February 2001, under the provisions of AFI 36-2603:
Ms. Patricia J. Zarodkiewicz, Panel Chair
Mr. Albert F. Lowas Jr., Member
Mr. Thomas J. Topolski Jr., Member
The majority of the Board voted to correct the records as recommended. Ms.
Patricia J. Zarodkiewicz voted to deny the application but does not wish to
submit a minority report. However, Ms. Zarodkiewicz indicated that the
applicant’s records reflect the name Sutterfield and since he signed the DD
Form 214 as Sutterfield she believed that was his correct name while he was
on active duty and does not believe we should rewrite history in this case.
Therefore, she voted to deny the applicant’s request. The following
documentary evidence was considered:
Exhibit A. DD Form 149, dated 13 June 2000, w/atchs.
Exhibit B. Applicant's Master Personnel Records.
Exhibit C. Letter, AFPC/DPPRR, dated 22 November 2000.
Exhibit D. Letter, SAF/MIBR, dated 8 December 2000.
Exhibit E. Minority Report.
