APPLICANT REQUESTS THAT:
His records be corrected to reflect one (1) additional point to cover
a “manday” for the time he spent at the USAF Academy Hospital, taking
an Air Force Reserve mandated Cardiolite test.

The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letter prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR STAFF EVALUATION:
The Military Personnel Division, HQ AFRC/DPM, reviewed this
application and recommended denial. A complete copy of the evaluation
is at Exhibit C.

APPLICANT'S REVIEW OF AIR STAFF EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 16
Nov 98 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable injustice. The evidence of record reveals that
the applicant was one point short of a good retirement year for the
Reserve Year Ending (RYE) 7 July 1997. While there is no indication
that his points were erroneously credited for this period, after
reviewing the facts and mitigating circumstances involved in this case
and in view of the applicant’s lengthy history of active
participation, a majority of the Board believes that it is in the
interest of justice to afford the applicant the relief that would give
him the additional one point necessary for a good retirement year.
Although the applicant requested that he be given an additional point
to cover a “manday,” the Board majority believes that crediting the
applicant with an additional nonpaid inactive duty point will provide
him appropriate and fitting relief. Accordingly, a majority of the
Board recommends that the applicant’s records be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was credited with
one (1) additional nonpaid inactive duty point during the
retirement/retention year 8 Jul 96 through 7 Jul 97, resulting in 50
total points; and, that the period 8 Jul 96 through 7 Jul 97 is a year
of satisfactory Federal service for retirement.

recommended. Ms. Zarodkiewicz voted to deny applicant's request but

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that he was credited with
one (1) additional nonpaid inactive duty point during the
retirement/retention year 8 Jul 96 through 7 Jul 97, resulting in 50
total points; and, that the period 8 Jul 96 through 7 Jul 97 is a year
of satisfactory Federal service for retirement.

On 25 April 1987, the applicant enlisted in the Air Force Reserve for a period of six years. The Air Force has indicated that the applicant has received incapacitation pay for the period 2 Nov 96 through 1 May 97. She has completed a total of 17 years, and 5 days of satisfactory Federal service as of her Retirement Year Ending (RYE) 22 July 2002.
