APPLICANT REQUESTS THAT:
Her date of rank (DOR) for promotion to the grade of senior airman be
changed from 15 Feb 00 to 15 Jan 00.
She be given supplemental consideration for promotion to the grade of
staff sergeant for the 00E5 cycle.

APPLICANT CONTENDS THAT:
She believes there was an error in the Personnel Data System (PDS)
regarding her DOR for senior airman, which made her ineligible to test
for staff sergeant for cycle 00E5.
In support of her appeal, the applicant provided a personal statement,
supportive statements, and copies of her enlistment documents, special
order for promotion to senior airman, enlisted performance reports,
and Air Force Achievement Medal (AFAM) certificate.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
senior airman, having been promoted to that grade on 15 Feb 00. Her
Total Active Federal Military Service Date (TAFMSD) is 15 Jan 97.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force. Accordingly, there is no need to recite these facts in
this Record of Proceedings.

AIR FORCE EVALUATION:
The Enlisted Promotion and Military Testing Branch, AFPC/DPPPWB,
reviewed this application and recommended denial. DPPPWB indicated
that a review of the promotion history system revealed that the
applicant was promoted to airman on 15 Aug 97 vice 15 Jul 97 (when she
would have completed the minimum six months Time-In-Grade (TIG). She
was subsequently promoted to airman first class when she met the
minimum 10 months TIG on 15 Jun 98. She was promoted to senior airman
on 15 Feb 00 when she met the 20 months TIG requirement. The
applicant did not explain nor has she provided a source document that
shows her promotion to airman after seven months (15 Aug 97) vice the
minimum six months (15 Jul 97). They have confirmed with the Defense
Finance Accounting Service (DFAS) that the applicant was paid from
15 Aug 97 as an airman. If a promotion is withheld, the
correspondence is removed from the records when the member is promoted
to the next grade.
DPPPWB stated that based on the applicant’s DOR to airman first class
of 15 Jun 98, the earliest she would have met the minimum TIG and Time-
In-Service (TIS) requirements was 15 Feb 00, not 15 Jan 00. The basic
eligibility criteria for promotion to senior airman are 36 Months
Total Active Federal Military Service (TAFMS) and 20 months TIG (both
criteria must be met), or 28 months TIG, whichever is satisfied first.
Since the applicant satisfied the 36 months TAFMS and 20 months TIG
first, the earliest date she could have been promoted, provided she
was otherwise eligible and recommended by her commander, was
15 Feb 00.
According to DPPPWB, based on the applicant’s DOR to senior airman of
15 Feb 00, the first time she will be eligible to be considered in the
promotion process to staff sergeant would be cycle 01E5.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the advisory opinion and furnished a response which
is attached at Exhibit D.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. The evidence of record
indicates that the applicant was promoted to the grade of airman on 15
Aug 97, rather than 15 Jul 97 when she would have completed the
minimum six months TIG for promotion to airman. As a result, the
applicant’s subsequent promotions to the grades of airman first class
and senior airman, respectively, have come a month later than normal.
No explanation has been provided as to why the applicant was promoted
to airman after seven months rather than six. We find no evidence
that the applicant’s promotion to airman was intentionally withheld
for a month, or that she was the victim of any disciplinary action.
Furthermore, there is no evidence before us which would indicate that
the applicant’s duty performance was anything less than exemplary. In
view of the above, we believe that the applicant should have been
promoted to the respective grades upon her meeting the eligibility
requirements. Accordingly, we recommend that her records be corrected
as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. She was promoted to the grade of airman on 15 Jul 97, rather
than 15 Aug 97.
b. She was promoted to the grade of airman first class on
15 May 98, rather than 15 Jun 98.
c. She was promoted to the grade of senior airman on 15 Jan 00,
rather than 15 Feb 00.
It is further recommended that she be provided supplemental
consideration for promotion to the grade of staff sergeant for all
appropriate cycles beginning with cycle 00E5.
If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and unrelated
to the issues involved in this application that would have rendered
the applicant ineligible for the promotion, such information will be
documented and presented to the Board for a final determination on the
individual's qualifications for the promotion.
If supplemental promotion consideration results in the selection for
promotion to the higher grade, immediately after such promotion the
records shall be corrected to show that she was promoted to the higher
grade on the date of rank established by the supplemental promotion
and that she is entitled to all pay, allowances, and benefits of such
grade as of that date.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. She was promoted to the grade of airman on 15 Jul 97,
rather than 15 Aug 97.
b. She was promoted to the grade of airman first class on
15 May 98, rather than 15 Jun 98.
c. She was promoted to the grade of senior airman on 15
Jan 00, rather than 15 Feb 00.
It is further directed that she be provided supplemental
consideration for promotion to the grade of staff sergeant for all
appropriate cycles beginning with cycle 00E5.
