APPLICANT REQUESTS THAT:
The Recommendation for Decoration Printout (RDP) date on Order #GA-XXX
for his Air Force Achievement Medal (AFAM) (2OLC) be changed from 27
August 1998 to a date in November 1997 and the decoration be
considered in the promotion process for cycle 98E5 to staff sergeant.

APPLICANT CONTENDS THAT:
All the e-mails and letters indicate that the medal without a doubt
was approved and then misplaced. However, nobody will accept the
responsibility even though they feel that there has been an injustice
served.
In support of the appeal, applicant submits a statement from his
supervisor, at the time in question, stating that it was brought to
his attention a second time that the applicant had not received his
citation; a list of events that transpired from October 1997 through
August 1998 and a statement from his Security Forces Manager.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of staff sergeant.
The applicant’s total weighted promotion score for the 98E5 cycle was
311.99 and the score required for selection in his Control Air Force
Specialty Code (CAFSC) was 312.40.
He was selected for promotion to staff sergeant by cycle, 99E5, and
assumed the grade on 1 October 1999.

AIR FORCE EVALUATION:
The Chief, Recognition Programs Branch, AFPC/DPPPR, reviewed the
application and states that the recommendation package was placed into
official channels within two years and awarded within three years of
the applicant’s achievements. Therefore, the recommendation package
was properly processed and the decoration awarded well within the time
limits.
A complete copy of the evaluation is attached at Exhibit C.
The Chief Inquiries/AFBCMR Section, AFPC/DPPPWB, reviewed the
application and states that after an extensive review of the
circumstances of this case to include documentation the applicant has
provided, there is no conclusive evidence the decoration was submitted
before the date of selections for the 98E5 cycle. While they are
acutely aware of the impact this recommendation has on the applicant's
career, there is no tangible evidence the decoration was placed into
official channels before selections for the 98E5 cycle were made as
they previously indicated. To approve the applicant's request would
not be fair or equitable to many others in the same situation who also
miss promotion selection by a narrow margin and are not permitted to
have an "after the fact" decoration count in the promotion process.
The applicant’s request to have the decoration included in the
promotion process for this cycle as an exception to policy was
disapproved by the Promotion Management Section at the Air Force
Personnel Center on 19 January 1999 and again on 9 March 1999 after
further review. They concur with this decision. Therefore, they
recommend denial of his request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 22 December 2000, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. In this respect, we
note that applicant met the criteria for award of the AFAM while he
was stationed at Holloman AFB, NM; however, the medal was approved and
then misplaced. The applicant’s supervisor, at the time in question,
provided a statement indicating that it was brought to his attention a
second time that the applicant had not received his citation. Since
the misplacing of the award was no fault of the applicant, we believe
the award should be considered in the promotion process for cycle
98E5. Therefore, we recommend his records be corrected to the extent
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Recommendation
for Decoration Printout for the Air Force Achievement Medal (AFAM),
Second Oak Leaf Cluster (2OLC) awarded for the period 23 August 1995
to 20 October 1997, was prepared on 27 November 1997, rather than 27
August 1998.
It is further recommended that applicant be provided supplemental
consideration for promotion to the grade of staff sergeant for all
appropriate cycles beginning with cycle 98E5.
If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and unrelated
to the issues involved in this application, that would have rendered
the applicant ineligible for the promotion, such information will be
documented and presented to the board for a final determination on the
individual's qualification for the promotion.
If supplemental promotion consideration results in the selection for
promotion to the higher grade, immediately after such promotion the
records shall be corrected to show that applicant was promoted to the
higher grade on the date of rank established by the supplemental
promotion and that applicant is entitled to all pay, allowances, and
benefits of such grade as of that date.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to, be corrected to show that the Recommendation for
