APPLICANT REQUESTS THAT:
The Air Force Commendation Medal, Second Oak Leaf Cluster (AFCM, 2OLC)
awarded for the period 25 July 2001 to 25 July 2004, be considered in
the promotion process for cycle 05E7.

APPLICANT CONTENDS THAT:
The record is in error and all of the facts were not reviewed by AFPC.
He has documentation that supports the decoration he received was in
official channels well ahead of the June 2005 selection date. This
decoration should have been received in November 2003 upon his
Permanent Change of Assignment (PCA) or at the end of his three-year
tour in June 2004. Because of an error, the decoration was not
received until July 2005. This error denied him a promotion to E-7.
An administration error should not cost him a promotion or career
progression.
In support of the appeal, applicant submits supporting documentation
and three memorandums, PC III Printout document, four Enlisted
Performance Reports, and a copy of his AFCM, 2OLC citation.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of technical sergeant.
On 7 January 2004, a Recommendation for Decoration Printout (RDP) was
prepared on the applicant for the purpose of recommending him for the
AFCM, 2 OLC.
Promotion selections for the cycle 05E7 were made on 6 June 2005. The
total weighted promotion score required for selection in the
applicant’s Air Force Specialty Code (AFSC) was 337.06. The
applicant’s total weighted promotion score was 336.51. The Promotion
Eligibility Cutoff Date (PECD) for cycle 05E7 was 31 December 2004.
The original RDP and award package was misplaced and a new one was
reaccomplished. Another RDP was prepared on 20 June 2005 and the
recommendation was placed into official channels on 29 June 2005.
On 19 August 2005, he was awarded the AFCM, 2 OLC for the period 25
July 2001 to 25 July 2004. The AFCM is worth 3 points in the
computation of a member’s total weighted promotion score.
Before a decoration is credited for a specific promotion cycle, the
close out date of the decoration must be on or before the Promotion
Eligibility Cutoff Date (PECD), and the date of the DÉCOR-6, Request
for Decoration Printout (RDP) must be before the date of selections
for the cycle in question. In addition, a decoration that a member
claims was lost, downgraded, or resubmitted for any reason, must be
fully documented and verified showing that it was placed into official
channels prior to the selection date.
Applicant’s request for supplemental promotion consideration based on
the AFCM, 2OLC, was denied by AFPC because the resubmitted decoration
did not meet the criteria for promotion credit during cycle 05E7
because the RDP was not placed into official military channels until
after selections were made.

AIR FORCE EVALUATION:
AFPC/DPPPWB recommends denial, and states,in the past that the
resubmitted decoration does not meet the criteria for promotion credit
during cycle 05E7 because the recommendation for decoration printout
(RDP) date was prepared after selections were made. To approve the
applicant’s request would not be fair or equitable to many others in
the same situation who also miss promotion selection by a narrow
margin and are not permitted to have an “after the fact” decoration
count in the promotion process.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 5 May 2006, a copy of the Air Force evaluation was forwarded to the
applicant for review and response. As of this date, no response has
been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After thoroughly
reviewing the evidence or record, it appears the contested award was
not properly processed in time for it to be considered by promotion
cycle 05E7. In this respect, we note the applicant made due diligence
in assuring the award was in his record prior to the convening of the
supplemental board. Through no fault of his own, the award package
was misplaced and a new one was reaccomplished. It appears the
applicant’s commander made inquiries regarding supporting
documentation submitted by the applicant. It is apparent that this
was not an after-the-fact award based upon his nonselection for
promotion. Clearly, it was the intent of the applicant’s chain of
command to have this award in his records during the next promotion
cycle, however, due to an administrative error the award fell through
the cracks. We also note the statement from his commander which
indicates he recommends the applicant be considered for supplemental
promotion; and that he meets the requirements for supplemental
consideration. Therefore, we recommend his records be corrected to
the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Recommendation
for Decoration Printout (RDP) for the award of the Air Force
Commendation Medal, Second Oak Leaf Cluster (AFCM 2OLC) covering the
period 25 July 2001 through 25 July 2004, was prepared on 7 January
2004 and was signed by the commander on 4 June 2005, rather than 29
June 2005.
It is further recommended that he be provided supplemental
consideration for promotion to the grade of master sergeant beginning
with cycle 05E7.
If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and unrelated
to the issues involved in this application, that would have rendered
the applicant ineligible for the promotion, such information will be
documented and presented to the board for a final determination on the
individual's qualification for the promotion.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the
Air Force relating to APPLICANT, be corrected to show that the
Recommendation for Decoration Printout (RDP) for the award of the Air
Force Commendation Medal, Second Oak Leaf Cluster (AFCM 2OLC) covering
the period 25 July 2001 through 25 July 2004, was prepared on 7January
