APPLICANT REQUESTS THAT:
The DECOR-6, Request for Decoration Printout (RDP), and the Special
Order GB-192 for the Air Force Achievement Medal Second Oak Leaf
Cluster (AFAM 2OLC), 14 May 1997 - 12 August 1997, be changed to
reflect a date of 31 December 1997, rather than 10 June 1998, and he
be given supplemental promotion consideration to master sergeant for
cycle 98E7.

The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Recognition Programs Branch, HQ AFPC/DPPPRA, reviewed the case and
explains why the appeal should be granted.

The Chief, Inquiries/AFBCMR Section, HQ AFPC/DPPPWB, reviewed the case
and explains why the appeal should be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant responded with an electronic mailgram (EMail) contending
he supplied all the supporting documentation necessary regarding the
decoration. His DECOR-6 is dated 10 June 1998—what else could it have
been dated since the original DECOR-6 ordered in December 1997 was
never received by his supervisor. This is the whole reason he is
applying for this correction. An error/injustice occurred when the
decoration was not completed and submitted before promotion selections
were made. Since his supervisor admitted to the mistake, he has an
avenue to try to correct the mistake.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice to warrant relief. We
note the advisory opinions differ in their recommendations. However,
based on the supporting documentation provided by the applicant, we
believe the possibility exists that an administrative error may
occurred and any doubt in this case should be resolved in the
applicant’s favor. Therefore, we concur with HQ AFPC/DPPPRA’s
recommendation to change the date as requested. We also believe this
corrective action merits supplemental promotion consideration and this
we so recommend.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the DECOR-6, Request
for Decoration Printout (RDP), and Special Order GB-192 for the Air
Force Achievement Medal Second Oak Leaf Cluster (AFAM 2OLC), for the
period 14 May 1997 - 12 August 1997, be changed to reflect a date of
31 December 1997, rather than 10 June 1998.
It is further recommended that he be provided supplemental
consideration for promotion to the grade of master sergeant for all
appropriate cycles beginning with cycle 98E7.
If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and
unrelated to the issues involved in this application, that would
have rendered the individual ineligible for the promotion, such
information will be documented and presented to the board for a
final determination on the individual's qualification for the
promotion.
If supplemental promotion consideration results in the selection for
promotion to the higher grade, immediately after such promotion the
records shall be corrected to show that he was promoted to the
higher grade on the date of rank established by the supplemental
promotion and that he is entitled to all pay, allowances, and
benefits of such grade as of that date.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that the DECOR-6, Request
for Decoration Printout (RDP), and Special Order GB-192 for the Air
Force Achievement Medal Second Oak Leaf Cluster (AFAM 2OLC), for the
period 14 May 1997 - 12 August 1997, be changed to reflect a date of
31 December 1997, rather than 10 June 1998.
It is further directed that he be provided supplemental

This 2 AFBCMR 97-0 1546 policy was initiated on 28 Feb 79 specifically to preclude personnel from subsequently (after promotion selections) submitting someone for a decoration with a retroactive decoration effective date (close out) so as to put them over the selection cutoff score.
