MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:

      Having carefully reviewed this application, we agree with the
recommendations of the Special Review Board and the Air Force and
adopt the rationale expressed as the basis for our decision that the
applicant has been the victim of either an error or an injustice.
Therefore, under the authority delegated in AFI 36-2603, the
applicant's records will be corrected as set forth in the accompanying
Memorandum for the Chief of Staff signed by the Executive Director of
the Board or his designee.

      Members of the Board  Mr  Vaughn  E.  Schlunz,  Mr.  William  E.
Edwards, and Ms. Brenda L. Romine, considered this application  on  30
November 2000.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States
Code, Air Force Instruction 36-2603, and having assured compliance
with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:

            a.  He was not relieved from his Reserve assignment and
assigned to the Retired Reserve Section awaiting pay at age 60 on
3 August 1993, but continued in an active Reserve status for the
convenience of the government.

            b.  He was promoted to the Reserve grade of lieutenant
colonel, with a promotion effective date and promotion service date of
1 October 1993.

            c.  He was credited with an additional 10 paid active duty
points and 44 nonpaid inactive duty points during the
retirement/retention year 6 May 1993 through 5 May 1994, resulting in
87 total points; and, that the period 6 May 1993 through 5 May 1994 is
a year of satisfactory Federal service for retirement.

            d.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1994 through 5 May 1995, resulting in
79 total points; and, that the period 6 May 1994 through 5 May 1995 is
a year of satisfactory Federal service for retirement.

            e.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1995 through 5 May 1996, resulting in
79 total points; and, that the period 6 May 1995 through 5 May 1996 is
a year of satisfactory Federal service for retirement.

            f.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1996 through 5 May 1997, resulting in
79 total points; and, that the period 6 May 1996 through 5 May 1997 is
a year of satisfactory Federal service for retirement.

            g.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1997 through 5 May 1998, resulting in
79 total points; and, that the period 6 May 1997 through 5 May 1998 is
a year of satisfactory Federal service for retirement.

            h.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1998 through 5 May 1999, resulting in
79 total points; and, that the period 6 May 1998 through 5 May 1999 is
a year of satisfactory Federal service for retirement.

            i.  He was credited with 18 paid active duty points,
46 nonpaid inactive duty points, and 15 membership points during the
retirement/retention year 6 May 1999 through 5 May 2000, resulting in
79 total points; and, that the period 6 May 1999 through 5 May 2000 is
a year of satisfactory Federal service for retirement.

            j.  During the period 6 May 2000 through 4 June 2000, he
was credited with 1 paid active duty point and 4 nonpaid inactive duty
points.

            k.  Effective 4 June 2000, he was relieved from his
Reserve assignment and assigned to the Retired Reserve Section
awaiting pay at age 60 in the Reserve grade of lieutenant colonel.
