APPLICANT REQUESTS THAT:
The narrative reason for his discharge from the Air Force, Personality
Disorder, be removed from his DD Form 214.

APPLICANT CONTENDS THAT:
He was re-evaluated and has no such disorder.
In support of his request, applicant has submitted a copy of his Veterans
Administration Medical Center (VAMC) psychological examination results.
His complete submission is at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant’s military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The BCMR Medical Consultant reviewed applicant's request and finds little
evidence to support the diagnosis of a personality disorder and recommends
that the applicant's request be granted. The Medical Consultant indicated
that the applicant's impeccable record up to the point when he was facing
significant stress in his marriage and family situation, with no prior
history of run-ins with authority of disciplinary infractions, does not
present an image of someone having a personality disorder, and the haste
with which he was adjudged and removed from the military seems an injustice
that should be corrected. This physician recommended the applicant's
records be corrected to show he was discharged by reason of "Secretarial
Authority" with a separation code of JFF and a reenlistment eligibility
(RE) code of 3K (see Exhibit C).
The Separations Branch, AFPC/DPPRS, reviewed the applicant's request and
concurs with the BCMR Medical Consultant's recommendation (see Exhibit D).
The Directorate of Personnel Management, AFPC/DPPAES, reviewed applicant's
request and states that his RE code is correct (see Exhibit E).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 29
Sep 00 for review and response within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. We agree with the opinion of the
BCMR Medical Consultant that the reason for the applicant’s separation is
unjust and should be changed. Therefore, we recommend that his records be
corrected as indicated below. However, we are not inclined to favorably
consider the recommendation for a change to the applicant's RE code to one
that may be waived. The record clearly establishes that because of personal
problems, the applicant experienced difficulties while in the service. We
have seen no evidence that would lead us to believe that he would now be
able to successfully function in the military environment or that he would
be able to comply with the demands of military necessity if a similar
situation occurred. Accordingly, it is our opinion that the applicant’s
records should be corrected only to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 28 Sep 97, he was honorably
discharged under the provisions of AFI 36-3208, paragraph 1.2 (Secretarial
Authority), with a separation code of “KFF.”

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 28 September 1997, he
was honorably discharged under the provisions of AFI 36-3208, paragraph 1.2
(Secretarial Authority), with a separation code of “KFF.”
