APPLICANT REQUESTS THAT:
His reenlistment eligibility (RE) code of “2C” be changed to a “1” and
that his Entry Level Separation be changed to a hardship discharge.

The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Air Force
on 8 July 1998. He received an Uncharacterized Entry Level Separation
on 8 October 1998, under the provisions of AFI 36-3208 (Personality
Disorder). He had completed 3 months and 1 day on active duty and was
serving in the grade of E-1. He received an RE Code of 2C (Ineligible
to reenlist--Entry Level Separation without characterization of
service).
The remaining relevant facts pertaining to this application, extracted
from the applicant’s military records, are contained in the letters
prepared by the appropriate offices of the Air Force. Accordingly,
there is no need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATIONS:
The BCMR Medical Consultant reviewed the application and states that
it is not proper to apply an erroneous label to an individual because
of a recognized administrative shortfall as occurred in this case.
However, the timing of the applicant’s separation within 6 months of
entry requires an uncharacterized entry level separation, which
applies regardless of the reason for separation. The BCMR Medical
Consultant is of the opinion that, in order to correct an injustice of
improperly labeling the applicant’s disorder, the applicant’s request
for change of reason for discharge should be granted. Item 28 of the
DD Form 214 should be changed to read: Secretarial Authority, the
corresponding SPD being KFF, IAW AFI 36-3208, paragraph 1.2.
Considering the applicant’s reasons for his adjustment difficulties,
the BCMR Medical Consultant was reluctant to recommend changing the
applicant’s RE code to one that would allow him to return to the
rigors of military life (Exhibit C).
The Separations Branch, HQ AFPC/DPPRS, concurred with the AFBCMR
Medical Consultant’s recommendation that the applicant’s narrative
reason for separation should be changed to “Secretarial Authority”
with a Separation Program Designator of “KFF” (Exhibit D).
The Special Programs and BCMR Manager, HQ AFPC/DPPAES, stated that RE
code 2C is correct (Exhibit E).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the evaluations were forwarded to the applicant on 3 March
2000, for review and response within 30 days (Exhibit F). As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice warranting a change of reason
for discharge. The Board notes that the AFBCMR Medical Consultant
recommends changing the narrative reason for separation on the DD Form
214 to “Secretarial Authority" and the SPD code to “KFF.” In this
respect, the Medical Consultant states that it is not proper to apply
an erroneous label to an individual because of a recognized
administrative shortfall. However, we find no basis upon which to
recommend changing the reason for his discharge to “Hardship.”
“Secretarial Authority” is the most appropriate reason for his entry
level separation. In view of the foregoing, the Board recommends the
applicant’s record be corrected to the extent indicated below.
4. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice warranting a change to
the applicant’s RE code. The Board notes that the RE code "2C" that
the applicant received indicates an uncharacterized entry level
separation for less than 6 months of service. We also note that the
applicant served 3 months and 1 day of total active military service.
In addition, after noting the circumstances surrounding the
applicant's separation from the Air Force, we are not convinced that
he should be made eligible to apply for enlistment. Therefore, we
find no basis upon which to recommend that the RE-2 code be changed.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 8 October 1998, he
was discharged under the provisions of AFI 36-3208, “Secretarial
Authority,” and issued a Separation Code of “KFF.”

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to, be corrected to show that on 8 October 1998, he was
discharged under the provisions of AFI 36-3208, “Secretarial
Authority,” and issued a Separation Code of “KFF.”
