APPLICANT REQUESTS THAT:
His records be corrected to show that he received a degree from the
Community College of the Air Force (CCAF).
APPLICANT CONTENDS THAT:
As a result of miscounseling he received regarding the completion
requirements for his CCAF degree, he was less than one credit short of
obtaining his CCAF degree at the time of his retirement.
The applicant states that on 12 August 1996, he was told that he needed
eight hours of electives and three hours English composition to obtain his
CCAF. Based on this information, he completed the necessary courses prior
to his retirement to satisfy the requirement. It was not until after he
retired and requested a copy of his CCAF diploma that he discovered that he
was .9 hours short of meeting his requirements.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.
AIR FORCE EVALUATION:
The Associate Registrar, CCAF/RR, reviewed the application and states that
applicant lacked one semester hour of credit to complete his CCAF degree
prior to his retirement from active duty. CCAF policy, which is embedded
in Public Law 94-361 and has been upheld in legal review by the Staff Judge
Advocate, specifically states that individuals must be on active duty,
guard or reserve enlisted status to pursue the CCAF degree.
A complete copy of the Air Force evaluation is attached at Exhibit C.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 19 May 2000, for review and response within 30 days. However, as of
this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. In this respect, we note that on
12 August 1996, the applicant was advised that he needed eight hours of
program elective credit and three hours of english composition credit for a
total of 11 credit hours to obtain his CCAF degree. However, the Associate
Registrar, Air University, states that applicant only needed 10 hours of
program elective credit and did not need an english composition course at
all since he had completed expository composition on 15 December 1994.
Based on the information he received on 12 August 1996, the applicant
completed courses in sociology and U.S. history totaling 6.66 semester hour
credits. In addition, the applicant completed a course in human resource
management for a total of 3.33 semester credit hours; however, one semester
hour credit was applied to the leadership, management, and military science
requirement. The applicant also completed a course in english composition;
however, since he had previously completed expository composition, he
received no additional credit. As a result, at the time of his retirement,
the applicant completed only 14 of the required 15 semester credit hours
required for a CCAF degree. Since applicant was not notified of this
discrepancy until after he retired and enlisted members must be in active
duty, guard or reserve status to pursue a CCAF degree, the applicant is
unable to resolve this matter by completing another course. In view of
this, and since the applicant completed the courses he was counseled to
take, we believe the interest of justice can best be served by providing
the applicant the requested relief. Therefore, we recommend his records be
corrected to the extent indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that on 30 November 1997, he was
credited with one program elective hour and awarded an Educational and
Instructional Technology degree from the Community College of the Air
Force.
