APPLICANT REQUESTS THAT:
He be awarded an Associate in Applied Science degree from the Community
College of the Air Force (CCAF).

APPLICANT CONTENDS THAT:
Prior to his discharge, he was advised that he met all requirements to
receive his CCAF Degree. However, after his discharge,he was notified that
he would not receive his degree because he failed to complete the required
CCAF residency hours.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Air Force on 29
November 1995. During the period February 1996 to March 1996 he completed
a total of 8 semester hours in the Community College of the Air Force
(CCAF). He was released from active duty and transferred to the Air Force
Reserve on 28 November 1999.

AIR FORCE EVALUATION:
CCAF/DFC recommends the application be denied and states, in part, that
applicant completed only 8 semester hours of the 16-semester-hour
requirement which cannot be waived. The CCAF’s regional accreditor, the
Southern Association of Colleges and Schools (SACS), requires that at least
25 percent of the credits fulfilling degree requirements be taught by the
institution conferring the degree.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation, with attachments, was forwarded to the
applicant on 23 November 2005, for review and response within 30 days.
However, as of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
