APPLICANT REQUESTS THAT:

He be given three years of constructive service credit for  completion
of his Master’s Degree in Clinical Pharmacology.

APPLICANT CONTENDS THAT:

He was denied due to being part of a combined program.  He also states
that the combination was not due to overlapping courses.  The graduate
school credits and courses were totally separate from  medical  school
and were over a 3 ½ year period between the  second  year  of  medical
school and the beginning of the final 2 years of med school.   As  the
denial is due to overlapped classes he feels  he  should  receive  the
time as it was explained during his recruitment.  He notes  graduation
from graduate school was separate from med school.

In support of the appeal, applicant submits transcripts  from  medical
and graduate school, and a copy of orders.

Applicant's complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade of captain.

The applicant completed his Master Degree in Biomedical Science in May
1996 and medical school in May 1997.  He took an oath of office  as  a
captain in the inactive reserve and  was  deferred  from  active  duty
until he completed his residency program in  July  2000.   He  entered
active duty on 24 July 2000 as a captain with approximately 7 years, 2
months, and 1 day of constructive grade credit.  He received  4  years
for completing medical school and 3 years, 2 months and 1 day for time
spent as a medical corps officer in the Reserve of the Air Force.

AIR FORCE EVALUATION:

The  Superintendent,  Medical  Accessions  and   Personnel   Programs,
AFPC/DPAMF2, reviewed the application and states  that  the  Executive
Director of Education Services at the  University  of  South  Carolina
Medical School certified the applicant’s MS degree  is  two  years  of
full time study.  The applicant began his MS program in the summer  of
1990 and entered medical school in the fall of 1990.  He received  his
MS degree in May 1996  and  his  medical  degree  in  May  1997.   The
applicant completed his MS and MD degrees concurrently during a 7-year
period.  Therefore, they  recommend  approval  to  award  2  years  of
constructive grade credit.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 9 February 2001, a copy of the Air Force evaluation  was  forwarded
to applicant for review and response within 30 days.  As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of probable error or injustice warranting award  of  two
additional years of constructive grade credit.   After  reviewing  the
circumstances surrounding applicant’s completion  of  his  MS  and  MD
degrees, we believe it would be unjust to deny him the additional  two
years service credit.  While it appears that applicant  completed  his
degrees concurrently, we note that during a  7-year  period  applicant
was overlapping his courses; however, his graduate school credits were
totally separate from his medical school courses.  We also  note  that
his peers received 6 years credit for completion of their degrees.  In
view of the above determination and to offset any  possibility  of  an
injustice to the applicant, we recommend he be awarded  an  additional
two years of constructive grade credit as the time he  entered  active
duty.  Applicant believes he should be fully  credited  for  the  time
spent in completing his degrees, which would be an additional 3  years
credit.  However, awarding three years of credit would exceed the time
period of an individual who  completed  a  MD  and  MS  independently.
Therefore, we  do  not  recommend  approval  of  his  request  for  an
additional 3 years of service credit.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that at the  time  he  was
voluntarily ordered to extended active duty on 24 July  2000,  he  was
awarded the appropriate service dates based on his  entitlement  to  9
years, 2 months and 1 day of constructive grade credit.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to, be corrected to show that at the time he was order
to extended active duty on 24 July 2000, he was awarded 9 years, 2
months and 1 day of constructive grade credit.
