APPLICANT REQUESTS THAT:
Credits for the Math, English and Speech courses he took at Saint Paul
Technical College be applied toward Community College of the Air Force
(CCAF) associate degree requirements.

APPLICANT CONTENDS THAT:
Saint Paul Technical College is regionally accredited; however, CCAF
does not recognize his credits because of his graduation date of Jun
86. He believes the descriptions of his Math, English and Speech
courses far surpass any College Level Examination Program (CLEP) and
is equivalent to regional classes taught at community colleges. He
believes he is spending valuable Air Force time and money taking
classes he has already completed and believes the CCAF community has
made an error and request a second look at his records
In support of his request, the applicant submits copies of: AF Form
968 (CCAF Action Request), a letter from his primary college teacher,
his course description sheet, student record, diploma and transcript
information

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Air Force
on 16 Mar 89. He has been progressively promoted to the grade of
master sergeant, having assumed that grade effective and with a date
of rank of 1 Oct 05.

AIR FORCE EVALUATION:
CCAF/DFC recommends denial. DFC states their regional accreditor, the
Southern Association of Colleges and Schools (SACS), requires
completion of a general education component for each program of study.
For a 2-year degree the requirement is at least 15 semester hours of
credit; however, courses that are “narrowly focused” are not
acceptable. One of the criterion from the 05-07 CCAF General Catalog
that guides CCAF’s acceptance of general education courses from
civilian colleges and universities states “courses”: Must not be
narrowly focused on skills, techniques and procedures peculiar to a
particular occupation. The applicant completed COMM 1 and 2; TECH
MATH 1, 2 and 3 at Saint Paul Technical College. DFC evaluated the
five courses and considers them to be “narrowly focused” and not
applicable to CCAF’s general education requirement. Therefore, DFC
recommends his request be denied, approval would be in violation of
CCAF’s regional accreditor’s requirement for general education course
work and could jeopardize CCAF’s (and Air University’s) regional
accreditation. DFC further recommends the applicant consider taking
CLEP and Defense Activity for Non-Traditional Educational Support
(DANTES) exams to complete the remaining 12 semester hours of credit
he needs for a CCAF degree.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 9
Feb 07 for review and comment within 30 days. As of this date, this
office has received no response (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After careful review of the
evidence of record, the Board is not persuaded that the contested
credits should be applied towards his CCAF degree requirements.
Evidence has not been presented which would lead the Board to believe
that the actions to deny his request to transfer his credits were
improper or contrary to the provisions of the governing regulations in
effect at the time. Therefore, the Board agrees with the opinion and
recommendation of the Air Force office of primary responsibility and
adopts its rationale as the basis for their conclusion that he has not
been the victim of an error or injustice. In the absence of
persuasive evidence to the contrary, the Board finds no compelling
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
