INDEX CODE: 110.02
COUNSEL: None
HEARING DESIRED: No
_________________________________________________________________
APPLICANT REQUESTS THAT:
The narrative reason for separation on his DD Form 214, Certificate of
Release or Discharge from Active Duty, be changed to “attend school.”
_________________________________________________________________
APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.
_________________________________________________________________
AIR FORCE EVALUATION:
The Military Personnel Mgmt Spec, Separations Branch, Dir of Personnel
Program Management, AFPC/DPPRS, reviewed the application and states that
this case has been reviewed for separation processing and there are no
errors or irregularities causing an injustice to the applicant. His
discharge complies with directives in effect at the time of his discharge.
The records indicate member’s military service was reviewed and appropriate
action was taken. Applicant did not identify any
specific errors in the discharge processing nor provide facts, which
warrant a change in the separation reason. Therefore, they recommend
denial of applicant's request.
A complete copy of the evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 22 February 1999, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this date, no
response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After reviewing the evidence of
record, we note that the applicant requested an early separation based upon
acceptance into the Colorado State Police Academy with a class start date
of 19 October 1998. We also note that he has provided a statement from the
Northeastern Junior College indicating he was enrolled in the 1998 Fall
semester. In view of the foregoing, we are of the opinion that it was the
applicant’s intention to attend school, and believe the narrative reason
and separation code on his DD Form 214 should be changed. Therefore, we
recommend the applicant’s DD Form 214 be corrected to the extent indicated
below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that on 15 October 1998, he was released
from active duty under the provisions of AFI 36-3208, To Attend School, and
issued a separation program designator (SPD) code of “MCF.”

The applicant voluntarily requested early separation from the Air Force by submitting an AF Form 3 1 which indicated her reason for requesting early separation was miscellaneous reason.
