APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect award of the Air Force
Outstanding Unit Award, Air Force Outstanding Unit Award with V and 4
Oak Leaf Clusters, Republic of Vietnam Gallantry Cross with Palm,
Presidential Unit Citation, 1 Silver and 1 Bronze Service Star added
to the Vietnam Service Medal, and Small Arms Expert Marksmanship
Ribbon.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Awards and Decorations Section, HQ AFPC/DPPPRA stated that the
applicant served on active duty 20 Jan 69-29 Nov 72, with two tours of
duty in Vietnam: 10 Feb 70-10 Feb 71 and 5 Nov 71-15 Nov 72. Although
the applicant claimed assignment to several different units during
each tour, DPPPRA cannot verify the dates or the units other than
those specified in their advisory. By using the 12th Security Police
Squadron and the 6251st Air Base Squadron as the applicant’s only
units of assignment, DPPPRA has determined the maximum unit awards and
decorations possible. None of the units to which the applicant was
assigned earned the Air Force Outstanding Unit Award (without a “V”)
during his periods of assignment, and it would not be listed as a
separate award on his DD Form 214. There is no documentation
available to verify award of the Small Arms Expert Marksmanship
Ribbon.
DPPPRA recommended the applicant’s records be corrected to reflect
award of 1 Silver and 2 Bronze Service Stars to the Vietnam Service
Medal, the Air Force Outstanding Unit Award with V and 2 Oak Leaf
Clusters, the Republic of Vietnam Gallantry Cross with Palm, and the
Presidential Unit Citation.
DPPPRA recommended disapproval of the applicant’s request to correct
his DD Form 214 to reflect award of the Air Force Outstanding Unit
Award, the Air Force Outstanding Unit Award with V and 4 Oak Leaf
Clusters, and the Small Arms Expert Marksmanship Ribbon.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 30
November 1998 for review and response. As of this date, no response
has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After reviewing the
applicant’s submission and the evidence of record, we are persuaded
that some relief is warranted. In this respect, we are in agreement
with the opinion and recommendation of the appropriate Air Force
office, HQ AFPC/DPPPRA, that the evidence supports award of the
decorations listed below. However, absent documentation to
substantiate award of the Air Force Outstanding Unit Award, Air Force
Outstanding Unit Award with V and 4 Oak Leaf Clusters, and Small Arms
Expert Marksmanship Ribbon, we find no basis to favorably consider
this portion of the applicant’s request. In view of the foregoing, we
recommend the applicant’s records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he was entitled to one
Silver and two Bronze Service Stars to the Vietnam Service Medal, the
Air Force Outstanding Unit Award with V and two Oak Leaf Clusters, the
Republic of Vietnam Gallantry Cross with Palm, and a Presidential Unit
Citation.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that he was entitled
to one Silver and two Bronze Service Stars to the Vietnam Service
Medal, the Air Force Outstanding Unit Award with V and two Oak Leaf
Clusters, the Republic of Vietnam Gallantry Cross with Palm, and a
Presidential Unit Citation.

They indicated there is no evidence the applicant was assigned to any unit which was awarded the PUC. An individual is only entitled to share in a unit award of the unit to which he/she is assigned during the unit award period. Therefore, since he was not assigned to any unit awarded the PUC, he is not eligible to share in the PUC awarded to other units.

The applicant’s records were forwarded to the appropriate office to have those awards and decorations to which he is entitled added to his DD Form 214.
