Applicant requests that his DD Form 214 (Armed Forces of the United
States Report of Transfer or Discharge) be amended to reflect several
awards and decorations, to include two Bronze Service Stars (BSS) to
the National Defense Service Medal (NDSM); one BSS to the Small Arms
Expert Marksmanship Ribbon (SAEMR); four BSS to the Vietnam Service
Medal; the Korean Service Medal with four BSS; the United Nations
Service Medal; the V device for the Air Force Commendation Medal; one
Silver Oak Leaf Cluster for the Air Force Outstanding Unit Award; four
awards of the Republic of Vietnam Gallantry Cross with Palm; and three
Oak Leaf Clusters to the Air Force Good Conduct Medal. Applicant's
submission is at Exhibit A.
The Retirement and Separations Operations Section, AFPC/DPPRR,
administratively corrected applicant’s records as follows (Exhibit C):
a. DD Form 214, issued on 29 August 1965, was corrected to
reflect award of the Good Conduct Medal with one Silver Loop.
b. DD Form 214, issued on 29 August 1969, was corrected to
reflect award of the Vietnam Service Medal with three Bronze Service
Stars.
c. DD Form 214, issued on 31 May 1972, was corrected to reflect
award of the Vietnam Service Medal with one Silver Service Star and
one Bronze Service Star, the Bronze Star Medal with “V” and three oak
leaf clusters, the Air Force Commendation Medal with one oak leaf
cluster, the Republic of Vietnam Gallantry Cross with Palm, the
Republic of Vietnam Honor Medal (Second Class), and the Air Force
Outstanding Unit Award with V and two oak leaf clusters.
The appropriate Air Force office evaluated applicant's request and
provided an advisory opinion to the Board recommending the application
for the above cited additional awards be denied (Exhibit D). The
advisory opinion was forwarded to the applicant for review and
response (Exhibit E). As of this date, no response has been received
by this office.
After careful consideration of applicant's request and the available
evidence of record, we find insufficient evidence of error or
injustice to warrant corrective action. The facts and opinions stated
in the advisory opinion appear to be based on the evidence of record
and have not been rebutted by applicant. Absent persuasive evidence
applicant was denied rights to which entitled, appropriate regulations
were not followed, or appropriate standards were not applied, we find
no basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of new relevant evidence
which was not reasonably available at the time the application was
filed.

None of the units to which the applicant was assigned earned the Air Force Outstanding Unit Award (without a “V”) during his periods of assignment, and it would not be listed as a separate award on his DD Form 214. Applicant’s military personnel records reveal that, on 3 December 1970, the Directorate of Awards and Decorations, HQ Numbered Air Force, disapproved the proposed decoration recommendation for all four members. As of this date, no response has been received by this office (Exhibit D). In this respect, we note that the Award Board disapproved the Air Medal recommendation on 3 December 1970.
