RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: 98-02537
INDEX CODE 112.01
COUNSEL: No
HEARING DESIRED: No
_________________________________________________________________
APPLICANT REQUESTS THAT:
His home of record (HOR) be changed from El Segundo, CA, to Austin,
TX.
_________________________________________________________________
APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.
_________________________________________________________________
AIR FORCE EVALUATION:
The Chief, Skills Management Branch, HQ AFPC/DPPAE, reviewed the case
and provided his rationale for denying the applicant’s request.
A complete copy of the Air Force evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 19
January 1999 for review and comment within 30 days. As of this date,
no response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice to warrant relief. We
took note of the supporting statement from the applicant’s parents. It
would appear that misinformation adversely affected the applicant’s
actions. He lived with his parents and could have moved with them from
El Segundo to Austin and enlisted at that time. He then would have had
an Austin, TX, HOR. However, based on the recruiter’s inaccurate
assurances, the applicant remained where he was in El Segundo. He and
his parents appropriately raised the right question before he
enlisted; however, they were given the wrong answer. Therefore, in
order to preclude a possible injustice, we recommend the applicant’s
HOR be changed to Austin, TX.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that his home of record at
the time of his entry on active duty was Austin, TX, rather than El
Segundo, CA.
