Applicant requests that his enlistment grade be adjusted and his
dates of rank throughout his career be adjusted accordingly.

The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C). The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
The applicant's response is attached at Exhibit E.
The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been adequately rebutted by

The applicant requests correction of his enlistment grade under the “Stripes for Education
and Training” program. Member previously submitted a request for administrative correction,
but we disapproved request because he is ineligible for enlistment grade credit. He has not filed
a timely request.
The “Stripes for Education and Training’’ program was established in 1980, per IMC 80-1
(26 Feb 80) to AFR 33-3, Enlistment in the Unitedstates Air Force. This program was effective
with enlistments on or after 14 Jan 80 and is not retroactive. Applicant states that his recruiter
asked him to obtain transcripts for advanced enlistment grade consideration, and contends that a
program must have existed at the time of his enlistment. However, he does not provide
documentation to support this belief.
Considering the above, we recommend denial of applicant’s request. His enlistment pay
grade E-1, effective and with DOR 29 Jan 76, is correct and in compliance with policy. POC is
