Applicant requests that his World War I1 Report of Separation  (WD 
AGO  Form  53-55) be  corrected  to  reflect  award  of  the  European 
Theatre  Operations  (ETO) Medal.  Applicant's  submission  is  at 
Exhibit A. 

The  appropria-te Air  Force  office  evaluated  applicant's request 
and  provided  an  advisory  opinion  to  the  Board  recommending  the 
application  be  denied  (Exhibit C).  The  advisory  opinion  was 
forwarded to the applicant for' review and response  (Exhibit D). 
As of this date, no response has been received by this office. 

After  careful  consideration  of  applicant's  request  and  the 
available  evidence  of  record, we  find  insufficient evidence  of 
error or injustice to warrant corrective action.  The facts and 
opinions stated in the advisory opinion appear to be based on the 
evidence  of  record  and  have  not  been  rebutted  by  applicant. 
Absent  persuasive evidence applicant was  denied  rights to which 
entitled,  appropriate  regulations  were  not  followed,  or 
appropriate  standards  were  not  applied,  we  find  no  basis  to 
disturb the existing record. 

Accordingly, applicant's request is denied. 

The Board staff is directed to inform applicant of this decision. 
Applicant should als'o be informed that this decision is final and 
will only be  reconsidered upon  the presentation of new ,relevant 
evidence  which  was  not  reasonably  available  at  the  time  the 
application was filed.

1.  REQUESTED ACTION.  Applicant requests his World War I1 Report of Separation (WD 
AGO Form 53-55) be corrected to reflect award of the “ET0 MED” [we believe he means the 
European-African-Middle Eastern Campaign Medal, and will refer to this throughout the Techni- 
cal Advisory.].

2.  BASIS FOR REQUEST.  Applicant says he flew to Scotland several times during training, 
and believes it makes him eligible for this medal. 

3.  FACTS. 

a.  Applicant served on Active Duty 7 Feb 44-1 1 May 46, and overseas service is reflected as 

“None.”  He earned -the American Campaign Medal, World War I1 Victory Medal, and Good 
Conduct Medal. 

b.  The European-African-Middle Eastern Campaign Medal if awarded for service in the 

EAME Theater during 7 Dee 41-8 Nov 45, under the following conditions: 

(1)  Permanent assignment. 
(2)  Passenger status or on TDY for 30 consecutive or 60 nonconsecutive days. 
(3)  In active combat against the enemy, if personnel were awarded a combat decoration 

or furnished a certificate by the unit’s commander stating that they participated in combat. 

c.  Applicant did not provide any documentation showing he was in Scotland, much less 
TDY in Scotland for 30 consecutive or 60 nonconsecutive days.  There is no indication in his 
records that he was ever overseas. 

4.  DISCUSSION.  Although the applicant’s records do not contain any information regarding 
training trips to Scotland during 1944, we do not doubt his word that he made training flights. 
However, there is nothing in his records regarding any flights to the EAME Theater, and he did 
not provide any documentation to substantiate his claim.  Since we have no documentation 
showing he meets the above criteria for the EAME Campaign Medal, we can not verify his eligi- 
bility for this medal, and have determined he is not entitled to the EAME Campaign Medal. 

5.  RECOMMENDATION. 

We recommend disapproval of the applicant’s request to correct his World War I1 Report of 

Separation (WD AGO 53-55) to reflect award of the European-African-Middle Eastern Cam- 
paign Medal.

or attached to and present for duty with a unit that 
was accorded battle credit for the  Antisubmarine 
Campaign are entitled to wear a bronze service star.

6-13.  Miatic-P~ifii Campaign Medal: 

a.  Award Described. A metal disc, 1 Vi inches in 
diameter,  depicting  in  front  a  tropical  landing 
beneath  the  words  “ Asiatic-Pacific  Campaign.’’ 
The ribbon is basically yellow, with yellow, red, and 
white stripes near each edge. In the center are three 
equal stripes of blue, white, and red. The blue stripe 
is worn to the wearer’s right. 

b.  Award Requirements. The medal is awarded 
service in the Asiatic-Pacific Theater (DOD Manual 
1348.33) between 7 December 194 1 and 2 March 
1946, under any of the following conditions: 

( 1 ) Permanent assignment. 
(2)  Passenger status or on TDY for 30 consecu- 

tive days or 60 nonconsecutive days. 

(3) In  active  combat  against  the  enemy,  if 
personnel  were  awarded  a  combat  decoration or 
furnished  a  certificate by  the  unit’s  commander 
stating that they participated in combat. 

c.  Awarding the Bronze Service Star and Arrow- 
head.  Personnel  who  were  assigned  or  attached 
members  of  units  during  the  period  for  which 
campaign  participation  credit or  assault  landing 
credit was  accorded to  the  unit  are  awarded the 
bronze service star and arrowhead, respectively, to 
denote their participation in  the action. (See AFP 
900-2 for unit credits.)

6-15.  World War I1 Victory Medal: 

a.  Award Described.  A metal disc, 1 b’4  inches in 
diameter, bearing in  front the figure of  liberation 
holding a broken sword in the dawn. The ribbon is 
predominantly red with wide rainbow borders. 

b.  Award Requirements. The medal is awarded 
for any service period between 7 December  1941 
and 3 1 December 1946. 
6-16.  Army of Occupation Medal: 

a.  Award Described.  A metal disc, lb’4 inches in 
diameter,  bearing  on  the  disc’s  front  a  pictorial 
representation of the Remagen Bridge and on the 
revers Mount  Fujiyama  and two Japanese junks. 
The ribbon is bordered with white bands with equal 
black and red stripes in the center. The black stripe is 
worn to the wearer’s right. 

b.  Award Requirements.  The metal is awarded 
for 30 consecutive days service at a normal place of 
duty while assigned to or serving with the United 
States occupation forces during the prescribed time 
limits in any of the areas prescribed. Refer to DOD 
Manual 1348.33. The term “normal place of duty” 
excludes from eligibility personnel who were perform- 
ing  TDY,  inspector, visitor,  courier,  escort, pas- 
senger, attached  service, or merely  in  a  transient 
status. Personnel who qualify for award the Berlin 
Airlift Device (paragraph 1 1-7) automatically quali- 
fy for the Army of Occupation Medal.

6-14.  European-African-Middle Eastern (EAME) 
Campaign Medal: 

a.  Award Described.  A metal disc, 1 !A  inches in 
diameter,  depicting  a  landing  scene  beneath  the 
words  “European-African-Middle  Eastern  Cam- 
paign.” The ribbon is principally dark green, edged 
with  brown  bands  separated  from  the  green  by 
green, white, and  red  stripes on  the left (wearer’s 
right), and by white, black, and white stripes on the 
right (wearer’s left). In  the center are equal blue, 
white, and red stripes. The blue stripe is worn to the 
wearer’s right. 

b.  Award Requirements. The medal is awarded 
for service in the EAME Theater between 7 Decem- 
ber  1941 and  8 November  1945, under the same 
conditions described  in  paragraphs  6- 13b( l), (2), 
and (3). Refer to DOD Manual 1348.33. 

c.  Awarding the Bronze Service Star and Arrow- 
head. Personnel who were assigned or attached unit 
members  during  the  period  for  which  campaign 
participation credit  or  assault  landing credit  was 
accorded to the unit are awarded the bronze service

6-17.  Medal for Humane Action: 

a.  Award Described.  A metal disc, 1 Vi inches in 
diameter, depicts a C-54 airplane in a wheat border 
centering the  Berlin  coat  of  arms. The  ribbon  is 
predominantly blue with black  edges, followed by 
white, red,  and  red  and  white stripes. The center 
bears three stripes, white, red, and white, in the order 
named. 

b.  Award Requirements. The medal is awarded 
to personnel who were assigned or attached to and 
present  for duty for at least  120 days during the 
period  26  June  1948  and  30  September  1949, 
inclusive, with any of the units cited in Department 
of  the Air Force general orders for participating in 
the Berlin Airlift or for direct support of the Berlin 
Airlift. (See AFP 900-2.) Berlin  airlift operations, 
geographical boundaries are outlined in DOD Man- 
ual  1348.33. 
c.  Award  to  Foreign  Armed  Forces Members 
and Civilians. The Medal for Humane Action may 
be awarded to foreign armed forces members and 
civilians (US and foreign) for meritorious participa-
