Having carefully reviewed this application, we agree with the recommendation of the Air
Force and adopt the rationale expressed as the basis for our decision that the applicant has been

SUBJECT: Application for Correction of Militarv Records
REQUESTED ACTION: The applicant received an entry lev4 separation on 4 February
1998 after just 14 days in basic training. He applies now to change the reason for discharge
“from personality disorder” to depression.
FACTS: Three days into basic training, on 24 January 1998, the applicant was evaluated in
the inpatient psychiatry ward with a resulting diagnosis of “Major Depressive Disorder DSM-IV
Code 296.2.” Details of the evaluation are missing from the records, but it was determined that
the condition had existed prior to enlistment. He was recommended for involuntary separation
under provisions of AFI 36-3208, paragraph 5.1 1 .I, Mental Disorders. Because he had less
than 6 months on active duty, an entry level separation was initiated and the EPTS nature of
the problem precluded consideration in the disability evaluation system.
DISCUSSION: The current AFI regulating separations for mental health problems does not
allow coding for other than “Personality Disorder,” an entirely different DSM-IV code sequence
from what the applicant was diagnosed with. However, the timing of the applicant’s separation
within 6 months of entry requires an uncharacterized entry level separation which applies
regardless of the reason for separation.
RECOMMENDATION: The BCMR Medical Consultant is of the opinion that, in order to
correct an injustice of improperly labeling the applicant’s disorder, the applicant’s request for
change of reason for discharge be granted. Item 28 of the DD Form 214 should be changed to
read: Failed MedicallPhysical Procurement Standards, Major Depressive Disorder, EPTE, IAW
AFI 48-1 23, attachment 3, paragraph A3.21, with corresponding SPD of JFW. The reentry
code should remain unchanged as it reflects the mandatory uncharacterized entry level
separation for less than 6 months of service.

The applicant, while serving in the grade of airman, was separated from the Air Force 04
Feb 98 under the provisions of AFI 36-3208 (Entry level Separatioflersonality Disorder) with an
uncharacterized discharge. He served 14 days total active service.:!
Reauested Action. The applicant is requesting his reason for separation be changed from
personality disorder to depression. The advisory provided by the AFBCMR Medical Consultant,
04 Jun 98 gives information concerning applicant’s medical condition at the time of his separation.
The AFBCMR Medical Consultant also recommends applicant’s narrative reason for separation
be change since his medical condition was not a personality disorder.
Facts. Applicant was notified by his commander on 02 Feb 98 that involuntary separation
action was being recommended against him because he had been diagnosed as having a condition
that interfered with military service, mental disorder. The commander advised he had a right to
consult legal counsel and the right to submit statements in his own behalf. Applicant waived his
right to consulted counsel and to submit a statement in his own behalf. On 03 Feb 98, the
discharge authority approved the recommendation for an entry level separation for personality
disorder.
Recommendation. We concur with the AFBCMR Medical Consultant’s recommendation
that his narrative reason for separation should be changed to “Failed MedicalPhysical
Procurement Standards” with a SPD of “JFW.” We also concur with the recommendation of no
change in applicant’s reentry code or characterization of service since he did not complete 180
days continuous active service. He has filed a timely request.

The Separations Branch, Directorate of Personnel Program Management, AFPC/DPPRS, reviewed this application and states that they concur with the AFBCMR Medical Consultant's recommendation that the applicant's reason for separation should be changed to "Secretarial Authority" with a SPD of "KFF." The appropriate Air Force offices evaluated applicant's request and provided advisory opinions to the Board recommending the application be denied (Exhibit C) . No other characterization of service is possible under law for service members separated within the first 6 months of entry. Applicant served only 20 days and therefore, the uncharacterized discharge is correct and in accordance with Department of Defense and Air Force directives.
