As noted by the .Air Force, in their advisory opinion of 7 May 98
(Exhibit C), applicant is entitled to the National Defense
Service Medal, which has been added to his DD Form 214.
Therefore, the only issue under consideration by this Board is
his request for award of the Small Arms Expert Marksmanship
Ribbon. The appropriate Air Force office evaluated applicant's
request and provided an advisory opinion to the Board
recommending the application be denied (Exhibit C) . The advisory
opinion was forwarded to the applicant for review and response
(Exhibit D). As of this date, no response has been received by
this office.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant further corrective action. We are
in full agreement with the opinion and recommendation of the Air
Force and adopt their rationale as the basis for our conclusion.
Therefore, in the absence of substantial evidence to the
contrary, we find no basis to recommend granting any additional
relief.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time t h e
application was filed.

1. REQUESTED ACTION. Applicant requests correction of his DD Form 214 to reflect award
of the National Defense Service Medal and Small Arms Expert Marksmanship Ribbon.
2. BASIS FOR REQUEST. Applicant provided a copy of his DD Form 214.
3. FACTS.
a. Applicant served on Active Duty 30 Sep 86-29 Sep 90. His DD Form 214 reflects award
of the Air Force Good Conduct Medal, Air Force Outstanding Unit Award with 2 Oak Leaf
Clusters, Air Force Longevity Service Award, and Air Force Training Ribbon.
b. Applicant is also entitled to the National Defense Service Medal, which has been added to
his DD Form 214, and a medal set sent to him.
c. This ofice requested documentation to substantiate the applicant’s claim for the Small
Arms Marksmanship Ribbon on 12 Mar 98, since there is nothing in his records to indicate he is
eligible for this award. There was no response.
4. DISCUSSION. The applicant has nothing in his records to show that he earned the Small
A r m s Expert Marksmanship Ribbon, and he did not provide any, even after being requested to do
so. We can not verify his eligibility for this award.
5. RECOMMENDATION.
We recommend disapproval of the applicant’s request to be awarded the Small Arms Expert
Marksmanship Ribbon.
