Applicant's military personnel records were destroyed by fire in
1973. Therefore, the facts surrounding his
departure
and arrival dates of his tour of duty in

verified. However, on 18 May 1998, officials at the Air Force
Personnel Center (AFPC) prepared a DD Form 215 (Correction to DD
Form 2 1 4 ) administratively correcting applicant's Foreign and/or
SEA Service to reflect 10 months and 16 days based on available
documents reviewed.
After careful consideration of applicant's request, we note that
applicant has not provided documentation such as temporary duty
(TDY) travel vouchers , perm
change of station (PCS) orders
that sent him to and from
or Airman Performance Reports
(APRs). Therefore, based on the presumption of regularity in the
conduct of government affairs and without evidence to the
contrary, we must assume that the applicant's DD Form 214 and
corrected DD Form 215 were proper and in compliance with
appropriate directives.
The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C ) .
The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
As of this date, no response has been received by this office.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
available evidence of record and have not been rebutted by
applicant.
Absent persuasive evidence applicant was denied
rights to which entitled, appropriate regulations were not
followed, or appropriate standards were not applied, we find no
basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision,
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

Rather than change member’s PDD and RNLTD, the MPF erroneously amended member’s PCS orders to reflect TDY en route. Member d 8 August 1998 and proceeded to her new permanent duty station ar signature on the attached DD Form 1840 (Atch 1) confirms that she was in the area of her new permanent duty on 13 August 1998, the date her household goods were delivered. A PCS cannot be continued, nor can a PCS order be amended to change the permanent duty station after the RNLTD.
