3. The Board, having reviewed all the facts of record pertaining to F'etilioner's allelations
of error and injustice, finds as follows:
a. Before applying to this R w r d , Petitioner exhausted all adniinistrative remedies
available under existing law a~id regulations within tlie Department of the Navy.

Petitioner was born, reared, and graduated from high school it1 Hawaii. She had a
Hawaiian driver's license. She lived and worked in Hawaii until she married an active duty
member of the US Navy. I'etitioner's hushand was stationed in California when the
Petitioner decided to enlist in the US Naval Reserve for active duty. The recruiter should
have listed Hawaii as her HOR or at tlie least listed lier husband's HOR as her HOR. The
recruiter did not list either as her HOR but listed where they were living at tlie time of
enlistment. The place of residence at the time of her enlisr~nent should bave been considered
to be a transient and te~iiporary address since the Iiushand was a servicemember atid
stationed in California.
