SUMMARY OF THE RECORD
The applicant asked the Board to correct his record to show that he reenlisted for 6 years
on his 10th anniversary on active duty, March 5, 2001, instead of reenlisting on May 7, 2001. He
alleged that he was never counseled about his eligibility to reenlist on that day to receive the
selective reenlistment bonus (SRB) in effect for his rating under ALCOAST 488/00. He alleged
that if he had been timely counseled, he would have reenlisted for 6 years to receive the SRB.
He submitted a letter from his commanding officer confirming his allegation that he had not
been counseled. There is no documentation of 10th anniversary SRB counseling in his record.
On December 27, 2001, the Chief Counsel of the Coast Guard recommended that the
Board grant the applicant’s request. He argued that the record supports the applicant’s allega-
tion that he was not timely counseled about his eligibility to reenlist for the SRB.
FINDINGS AND CONCLUSIONS
Under COMDTINST 7220.33, the applicant was entitled to proper and timely counseling
concerning ALCOAST 488/00 and his eligibility to reenlist for an SRB on his 10th anniversary.
The record indicates that he was not counseled and that, if he had been, he would have reenlist-
ed for 6 years on March 5, 2001. Accordingly, relief should be granted by correcting his record
to show that he reenlisted for 6 years on March 5, 2001, and by voiding his subsequent contract.
ORDER
The military record of xxxxxxxxxxxxxxxxxxx, USCG, shall be corrected to show that he
reenlisted for 6 years on his 10th active duty anniversary, March 5, 2001, to receive an SRB
under ALCOAST 488/00. The reenlistment contract he signed on May 7, 2001, shall be null and
void. The Coast Guard shall pay him the amount due as a result of this correction.
