SUMMARY OF THE RECORD 

 

 

 
The  applicant  asked  the  Board  to  correct  his  record  to  show  that  he  reenlisted  on 
October  1,  2001,  his  10th  anniversary  on  active  duty,  rather  than  extending  on  September  30, 
2001  for  one  year.    He  alleged  that  he  was  never  counseled  about  his  eligibility  under 
ALCOAST  127/01  to  receive  a  selective  reenlistment  bonus  (SRB)  by  reenlisting  on  his  10th 
anniversary.  He alleged that if he had been properly counseled, he would have reenlisted to 
receive the SRB.  On October 1, 2001, ALCOAST 127/01 was in effect, authorizing a Zone B SRB 
with  a  multiple  of  xxx  for  members  in  the  XX  rating.    There  is  no  documentation  of  10th 
anniversary SRB counseling in his record. 
 

On October 22, 2002, the Chief Counsel of the Coast Guard recommended that the Board 
grant the applicant’s request.  He argued that the record supports the applicant’s allegation that 
he was not properly counseled.   
 

FINDINGS AND CONCLUSIONS  

Under  COMDTINST  7220.33,  the  applicant  was  entitled  to  proper  counseling 
concerning his eligibility to reenlist on his 10th active duty anniversary to receive an SRB under 
ALCOAST 127/01.  Accordingly, relief should be granted by correcting his record to show that 
he reenlisted to receive an SRB on his 10th active duty anniversary, October 1, 2001. 
 

ORDER 

The  military  record  of  XXX  XXXXXX  X.  XXXXXX,  XXX  XX  XXXX,  USCG,  shall  be 
corrected to show that he reenlisted for 3, 4, 5, or 6 years, at his discretion, on his 10th active 
duty anniversary, October 1, 2001, to receive an SRB under ALCOAST 127/01.  The extension 
agreement he signed on September 30, 2001 and any other extension or reenlistment contracts 
that he has signed since that date shall be null and void.  The Coast Guard shall pay him the
