SUMMARY OF THE RECORD

The applicant asked the Board to correct his record to show that he reenlisted for 6 years 
on May 1, 2000, his 10th anniversary on active duty.  He alleged that he was never counseled 
about his eligibility under ALCOAST 184/99 and COMDTINST 7220.33 to receive a selective 
reenlistment bonus (SRB) by reenlisting on that date.  He alleged that if he had been properly 
counseled, he would have reenlisted for 6 years to receive the SRB.  On May 1, 2000, ALCOAST 
184/99 was in effect and authorized a Zone B SRB with a multiple of one-half for members in 
the DC2 rating.  There is no documentation of 10th-anniversary SRB counseling in his record. 
 

On March 7, 2001, the Chief Counsel of the Coast Guard recommended that the Board 

correct the applicant’s record to show that he reenlisted for 6 years on his 10th anniversary. 
 

FINDINGS AND CONCLUSIONS  

Under  COMDTINST  7220.33,  the  applicant  was  entitled  to  proper  counseling 
concerning  his  eligibility  for  an  SRB  under  ALCOAST  184/99  prior  to  his  10th  active  duty 
anniversary.  If the applicant had been properly counseled, he would have reenlisted for 6 years 
to receive the SRB.  Accordingly, relief should be granted by correcting his record to show that 
he reenlisted for 6 years on his 10th active duty anniversary, May 1, 2000.   

 

 
 

ORDER 

The military record of, shall be corrected to show that he reenlisted for 6 years on his 10 
active  duty  anniversary,  May  1,  2000,  to  receive  an  SRB  under  ALCOAST  184/99.    Any 
reenlistment or extension contract he may have signed since that date shall be null and void.  
The Coast Guard shall pay him the amount due as a result of this correction.
