SUMMARY OF THE RECORD
The applicant asked the Board to correct his record to show that he reenlisted on his
10th anniversary on active duty, which he alleged was May 20, 2001, to receive a Zone B
selective reenlistment bonus (SRB) in accordance with ALCOASTs 127/01 and 198/01. He
alleged that he was changing stations when the ALCOASTs were issued and never heard about
them.
The applicant enlisted in the Coast Guard for 4 years on May 21, 1991. Because he had 2
years and 25 days of prior active service in the Army Reserve, his active duty base date is
February 26, 1991. On February 10, 1995, he reenlisted for 4 years, through February 9, 1999.
No SRB multiple was authorized for members in the MK rating while the applicant was in
Zone A. On February 9, 1999, the applicant voluntarily extended his enlistment for 2 years,
through February 9, 2001. On February 7, 2001, he voluntarily extended his contract for another
2 years, through February 9, 2003. On his 10th active duty anniversary, February 26, 2001,
ALCOAST 488/00 was in effect with no multiple for MKs in Zone B. No Zone B SRB multiple
was ever authorized for members in the MK rating while the applicant was in Zone B.
The Chief Counsel of the Coast Guard recommended that the Board deny relief because
the applicant was never eligible for an SRB. In response, the applicant asked for a “waiver” of
his prior service time in the Army Reserve to make him eligible for the SRB.
FINDINGS AND CONCLUSIONS
Paragraph 3.d.(10) of Enclosure (1) to COMDTINST 7220.33 provides that “[t]ours of
active duty in any Uniformed Service (Regular or Reserve), including active duty for training,
must be included in computing total active duty for the purpose of establishing SRB Zone
eligibility.” The record indicates that the applicant was never eligible for an SRB from his
enlistment in the Coast Guard on May 21, 1991, to his 10th active duty anniversary on February
26, 2001. Although the applicant asked the Board to waive his prior active service in the Army
Reserve to make him eligible for a Zone B SRB, there is no basis in the record for disregarding
the facts and regulations. Accordingly, the applicant’s request should be denied.
