SUMMARY OF THE RECORD
ANDREWS, Attorney-Advisor:
The applicant asked the Board to correct his record to show that he reenlisted for 6 years
on March 17, 1999, his 6th anniversary on active duty. He alleged that he was never counseled,
as required by COMDTINST 7220.33, that he could reenlist on that day to receive a Zone A
selective reenlistment bonus (SRB) under ALDIST 290/98. He alleged that the error was
discovered after his anniversary had passed, when he was in Zone B and received transfer
orders. To accept the orders, he extended his enlistment for 6 years on April 9, 1999. The
applicant submitted a signed statement from his commanding officer supporting his
allegations. There is no documentation of SRB counseling in his record prior to his 6th
anniversary. Under ALDIST 290/98, members in the QM rating in Zone A received SRBs with
a multiple of 3; those in Zone B received SRBs with a multiple of 1.
On July 3, 2000, the Chief Counsel of the Coast Guard recommended that the Board cor-
rect the applicant’s record to show that he reenlisted for 6 years on March 17, 1999, instead of
extending his enlistment for 6 years on April 9, 1999.
FINDINGS AND CONCLUSIONS
Under COMDTINST 7220.33, the applicant was entitled to proper counseling
concerning his eligibility for an SRB on his 6th active duty anniversary. The record indicates
that the Coast Guard failed to counsel him and that he therefore received a Zone B SRB in lieu
of a much larger Zone A SRB. If the applicant had been properly counseled, he would have
reenlisted for 6 years on March 17, 1999. Accordingly, relief should be granted.
ORDER
The military record of , USCG, shall be corrected to show that he was reenlisted
for 6 years on his 6th active duty anniversary, March 17, 1999, to receive a Zone A SRB under
ALDIST 290/98. The extension contract dated April 9, 1999, shall be null and void. The Coast
Guard shall pay him the amount due as a result of this correction.
