SUMMARY OF THE RECORD

The  applicant  asked  the  Board  to  correct  his  record  to  show  that  he  reenlisted  for  6 
years,  instead  of  extending  his  enlistment  for  3  years,  on  January  15,  1999,  prior  to  his  sixth 
active duty anniversary on January 19, 1999.  He alleged that he was wrongly counseled that he 
would be eligible for a Zone A SRB if he extended.  However, the extension did not entitle him 
to an SRB because it did not become operative while he was in Zone A.  He alleged that if he 
had been properly counseled, he would have reenlisted for 6 years to receive the SRB.  ALDIST 
290/98  authorized  a  Zone  A  SRB  with  a  multiple  of  one  for members in the DC rating who 
reenlisted between November 25, 1998, and June 14, 1999.  The applicant’s extension contract 
dated January 15, 1999, stated that it would entitle him to a Zone A SRB. 
 

On August 22, 2000, the Chief Counsel of the Coast Guard recommended that the Board 

correct the applicant’s record to show that he reenlisted for 6 years instead of extending. 
 

FINDINGS AND CONCLUSIONS  

Under  COMDTINST  7220.33,  the  applicant  was  entitled  to  proper  counseling 
concerning his eligibility for an SRB prior to his sixth active duty anniversary.  The Coast Guard 
erred  when  it  advised  him  that  his  extension  would  entitle  him  to  a  Zone  A  SRB.    If  the 
applicant had been properly counseled, he would have reenlisted to receive the SRB rather than 
extending.  Accordingly, relief should be granted by correcting the applicant’s record to show 
that he reenlisted for 6 years on January 15, 1999.   

ORDER 

The  application  of  XXXXXXXXXXXXX,  USCG,  for  correction  of  his  military  record  is 
granted.    It  shall  be  corrected  to  show  that he was discharged and reenlisted on January 15, 
1999, for 6 years to receive a Zone A SRB under ALDIST 290/98.  The extension contract dated 
January 15, 1999, shall be null and void.  The Coast Guard shall pay the applicant the amount
