DEPARTMENT OF TRANSPORTATION
BOARD FOR CORRECTION OF MILITARY RECORDS
Application for the Correction of
the Coast Guard Record of:
FINAL DECISION
BCMR Docket No. 2002-017
SUMMARY OF THE RECORD
The applicant asked the Board to correct his record to show that he reenlisted for 6 years
on his sixth active duty anniversary, February 13, 1999. He alleged that he was never counseled
about his eligibility to reenlist on that date for a Zone A selective reenlistment bonus (SRB) and
that, if he had been counseled, he would have reenlisted for 6 years. ALDIST 290/98 author-
ized a Zone A SRB with a multiple of 2 for members in the MK rating who reenlisted between
November 25, 1998, and June 14, 1999. There is no documentation in the applicant’s record of
SRB counseling prior to his sixth anniversary, as required under COMDTINST 7220.33.
On May 22, 2002, the Chief Counsel of the Coast Guard recommended that the Board
grant the applicant’s request since his record supports his allegations.
FINDINGS AND CONCLUSIONS
Under COMDTINST 7220.33, the applicant was entitled to proper counseling
concerning his eligibility for an SRB on his sixth active duty anniversary. The Coast Guard
erred when it failed to advise him that he was eligible for a Zone A SRB. If the applicant had
been properly counseled, he would have reenlisted to receive the SRB. Accordingly, relief
should be granted by correcting the applicant’s record to show that he reenlisted for 6 years on
February 13, 1999.
ORDER
The military record of xxxxxxxxxxxxxxxxxxxxxxxxxxx, USCG, shall be corrected to show
that he reenlisted for 6 years on his sixth active duty anniversary, February 13, 1999, to receive a
Zone A SRB under ALDIST 290/98. Any reenlistment or extension contracts he has signed
since that date shall be null and void. The Coast Guard shall pay him any amount due as a
result of this correction.
