SUMMARY OF THE RECORD

The applicant asked the Board to correct his record so that he would be paid the SRB he 
was promised for reenlisting for 3 years on May 19, 1999.  His reenlistment contract indicates 
that he was advised he would receive a Zone B SRB.  However, at pay grade E-4, he was not in 
fact eligible for a Zone B SRB under COMDTINST 7220.33. ALDIST 290/98 authorized a Zone B 
SRB with a multiple of 1/2 for members in the RD rating who reenlisted between November 25, 
1998, and June 14, 1999.  It also authorized a Zone A SRB calculated with a multiple of 2.  
 

The Chief Counsel of the Coast Guard recommended that the Board correct the appli-
cant’s record to show that he reenlisted for 6 years on his 6th active duty anniversary, February 
23, 1999, when he was qualified for a Zone A SRB.  The Chief Counsel erroneously stated that 
there was no documentation of 6th anniversary SRB counseling in the applicant’s record.  In 
fact, he was counseled about ALDIST 290/98 on December 15, 1998.  The applicant agreed with 
the Chief Counsel but asked to be reenlisted for 3 years only. 
 

FINDINGS AND CONCLUSIONS  

Under  COMDTINST  7220.33,  the  applicant  was  entitled  to  proper  counseling 
concerning  his  SRB  eligibility.    Because  his  command  erred  when  it  told  him  that  he  was 
eligible  for  a  Zone  B  SRB  in  May  1999,  the  Board  finds  it  likely  that  the  applicant  was  also 
misadvised in December 1998.  If the applicant had been properly counseled, he would have 
reenlisted on his 6th anniversary for 3 years to receive the Zone A SRB since he would not be 
eligible  for  a  Zone  B  SRB  until  he  was  advanced  to  RD2/E-5.    Accordingly,  relief  should  be 
granted.   

The record of XXXXXXXXX, USCG, shall be corrected by changing the date of his 3-year 
reenlistment contract from May 19, 1999, to February 23, 1999.  The Coast Guard shall pay the 
applicant any Zone A SRB he may be due as a result of this correction.
