SUMMARY OF THE RECORD
The applicant asked that his record be corrected to show that he reenlisted for 4 years on February 23,
1999, his 6th active duty anniversary, for a Zone A selective reenlistment bonus (SRB) rather than having done
so on October 1, 1999, for a Zone B SRB. He stated that the correction would allow him to reenlist on his 10th
anniversary for a Zone B SRB. He alleged that he was never counseled about his eligibility to receive a Zone A
SRB prior to his 6th anniversary and that had he been, he would have reenlisted on his 6th anniversary for 4
years. There is no documentation of 6th active duty anniversary SRB counseling in the applicant’s record. On
February 23, 1999, ALDIST 290/98 was in effect, authorizing a Zone A SRB with a multiple of xx for members in
the xx rating. On February 23, 2003, ALCOAST 329/02 was in effect, authorizing a Zone B SRB with a multiple
of xx for members in the xx rating.
On May 30, 2003, the Chief Counsel of the Coast Guard stated that the record supports the applicant’s
allegation of error. He recommended that the Board grant the applicant’s requested relief by reenlisting the
applicant for 4 years on February 23, 1999, his 6-year anniversary, for a Zone A SRB and reenlisting him for 6
years on February 23, 2003, his 10-year anniversary, for a Zone B SRB.
FINDINGS AND CONCLUSIONS
Under COMDTINST 7220.33, members are entitled to proper SRB counseling prior to their 6th and 10th
active duty anniversaries. The applicant has proved by a preponderance of the evidence that he was not
properly counseled. The Board finds that, if he had been properly counseled, he would have reenlisted for 4
years on February 23, 1999 for a Zone A SRB and reenlisted again for 6 years on February 23, 2003 for a Zone B
SRB. Accordingly, relief should be granted.
ORDER
The military record of XXX XXXXX X. XXXXX, xxx xx xxxx, USCG, shall be corrected to show that he
reenlisted for 4 years on February 23, 1999, his 6th active duty anniversary, to receive a Zone A SRB under
ALDIST 290/98 and again reenlisted for 6 years on February 23, 2003, his 10th active duty anniversary, to
receive a Zone B SRB under ALCOAST 329/02. The extension agreement he signed on November 5, 1996 shall
be cancelled, and the reenlistment contract he signed on October 1, 1999 shall be null and void. The Coast
Guard shall pay him the amount due under ALDIST 290/98 and ALCOAST 329/02 as a result of this correction.
