PART IV - PREHEARING REVIEW
SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:
a. Evidence of record shows that on 21 January 1993, the applicant
requested discharge under the provisions of Chapter 6, AR 635-200, for
hardship reasons. Specifically, his mother was suffering from terminal
cancer and there were no other family members able to take care of her.
The unit commander recommended approval with a characterization of service
of honorable. The intermediate commander reviewed the proposed discharge
action and recommended approval of the separation action with an honorable
discharge. On 25 January 1993, the separation authority directed that the
applicant be discharged with a characterization of service of
uncharacterized.
b. On 1 February 1993, the applicant was discharged. At the time of
discharge, the applicant had completed 4 months and 22 days of active
military service in the period under review.
2. Legal/Regulatory Basis for Separation Action: Army Regulation 635-200
provides the basic authority for the separation of enlisted personnel.
Paragraph 6-3b of this regulation provides the authority to separate
individuals for hardship. Hardship exists when in circumstances not
involving death or disability of a member of the soldier’s (or spouse’s)
immediate family, separation from the Service will materially affect the
care or support of the family by alleviating undue and genuine hardship.
If the soldier is in an entry-level status, service will be described as
uncharacterized. Army regulation states that a soldier is in an entry-
level status if the soldier has not completed more than 180 days of
creditable continuous active duty prior to the initiation of separation
action.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on
issues of propriety and/or equity:
a. Propriety: The applicant has not submitted an issue of
propriety and the ADRB has not otherwise relied upon an
issue of propriety to change the discharge.
b. Equity: The parenthetical number(s) below correspond(s) to
the issue number(s) on the DD Form 293, or in Part VI,
Paragraph 1, above.
(1) The issue is rejected. The Board carefully examined the
applicant’s record of service during the period of enlistment under review.
The evidence of record shows that the applicant received an administrative
discharge by reason of family hardship. The applicant was separated with
an uncharacterized discharge. This type of discharge simply means that the
soldier was in an entry-level status. Any individual who has served for
less than l80 days at the time his or her commander initiated separation
action, and is not being separated for serious misconduct, will be given an
uncharacterized discharge. An uncharacterized separation denotes only that
the individual had less than l80 days on active duty. The Board, being
convinced that the reason for discharge and the characterization of service
were both proper and equitable, voted to deny relief.
3. Response(s) to item(s) not addressed as decisional issue(s): NONE
