l.  Facts and Circumstances:

      a.  The record contains a properly constituted DD Form 214
(Certificate of Release or Discharge from Active Duty), which was
authenticated by the applicant’s signature.  His DD Form 214 indicates that
he was released from ADT under the provisions of Chapter 4, AR 635-200 by
reason of expiration term of service, with service uncharacterized.

      b.  On 7 January 1991, the applicant was discharged.  At the time of
discharge, the applicant had completed 3 months and 19 days of active
military service.

      a.  Propriety:   The applicant has not submitted an issue of
                   propriety and the ADRB has not otherwise relied upon an
                   issue of propriety to change the discharge.

      b.  Equity:      The parenthetical number(s) below correspond(s) to
                   the issue number(s) on the DD Form 293, or in Part VI,
                   Paragraph 1, above.

        (1)  The issue is rejected.  The Board carefully examined the
available record of service during the period of enlistment under review.
The record shows that on 20 June 1990 the applicant enlisted in the Army
Reserve for a period of 8 years.  On 17 August 1990, he was ordered to
initial active duty for training (IADT).  He successfully completed IADT as
a ground surveillance systems operator (96R) on 7 January 1991.  Army
regulations stipulate that individuals who successfully complete IADT while
in reserve status receive a characterization of service of uncharacterized
when the individual has served on active duty for less than l80 days.  This
is not an adverse separation action and denotes only that the individual
had less than l80 days on active duty.  The Board, being convinced that the
characterization of service and the reason for discharge were both proper
and equitable, voted to deny relief.
