PART IV - PREHEARING REVIEW
SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:
a. Evidence of record shows that on 15 May 1991, the applicant
enlisted in the Army Reserve for a period of eight (8) years. On 23 July
1991, she was ordered to initial active duty for training (IADT) for a
period of 19 weeks. On 12 December 1991, she was released from active duty
and returned to her unit of assignment upon successful completion of her
IADT. Her DD Form 214 indicates that she was discharged under the
provisions of Chapter 4, AR 635-200 by reason of completion of period of
active duty training with service uncharacterized. On 1 September 1993,
the applicant was honorable discharged from the Army Reserve for the
purpose of enlistment in the Air Force Reserve.
b. On 12 December 1991, the applicant was released from active duty.
At the time of release, the applicant had completed 5 months and 20 days
of active military service in the period under review.
2. Legal/Regulatory Basis for Separation Action: Army Regulation 635-200,
in effect at the time, set forth the basic authority for separation of
enlisted personnel. Chapter 4 of that regulation provided, in pertinent
part, for the separation or release from active duty upon termination of
enlistment and other periods of active duty or active duty for training.
Individuals of the USAR ordered to active duty who are in entry-level
status (less than 180 days continuous active duty) will have their service
uncharacterized, even though they have completed their IADT successfully.

(1) The issue is rejected. The Board carefully examined the
applicant’s record of service during the period of enlistment under review.
The record shows that on 15 May 1991 the applicant enlisted in the Army
Reserve for a period of 8 years. She successfully completed Active Duty
for Training on 12 December 1991. Army regulations stipulate that
individuals who successfully complete Active Duty for Training while in
reserve status receive a characterization of service of uncharacterized
when the individual has served on active duty for less than l80 days. This
is not an adverse separation action and denotes only that the individual
had less than l80 days on active duty. The Board, being convinced that the
characterization of service and the reason for discharge were both proper
and equitable, voted to deny relief.
