PART IV - PREHEARING REVIEW

SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:

         a. The record contains a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty) which was authenticated by the applicant’s signature. Her DD Form 214 indicates that she was discharged under the provisions of Chapter 4, AR 635-200, by reason of completion of required active service, with an uncharacterized discharge.

         b. On 6 May 1998, the applicant was discharged. At the time of discharge, the applicant had 5 months, and 25 days, service on her current enlistment under review.

2. Legal/Regulatory Basis for Separation Action : Army Regulation 635-200, in effect at the time, set forth the basic authority for separation of enlisted personnel. Chapter 4 of that regulation provided, in pertinent part, for the separation of individuals at ETS. An individual discharged by reason of ETS could receive a GD, UNCHAR or an HD depending on his/her record of service.

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

          b. Equity:       The parenthetical number(s) below correspond(s) to the issue number(s) on the DD Form 293, or in Part VI, Paragraph 1, above.

 (1) The issue is rejected. The Board carefully examined the applicant’s record of service during the period of enlistment under review. The record shows that on 30 June 1997 the applicant enlisted in the Army Reserve for a period of 8 years. She completed Active Duty for Training as a chaplain’s assistant on 6 May 1998. Army regulations stipulate that individuals who successfully complete Active Duty for Training while in reserve status receive a characterization of service of uncharacterized when the individual has served on active duty for less than l80 days. This is not an adverse separation action and denotes only that the individual had less than l80 days on active duty. The Board, being convinced that the characterization of service and the reason for discharge were proper and equitable, voted to deny relief.
