SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:

         a. The evidence of record shows that on 5 February 1999, Department of the Army, United States Army 63D Regional Support Command, Los Alamitos, California, Orders 036-7 discharged the applicant from the USAR under the provisions of Chapter 6, Army Regulation 135-178 with an uncharacterized discharge.

         b. On 5 February 1999, the applicant was discharged. He was credited with
5 years, 6 months, and 25 days active service on the enlistment under review.

Legal/Regulatory Basis for Separation Action : Army Regulation 135-178 (Separation of Enlisted Personnel) provides for the separation of the procedures and policies concerning enlisted personnel management and separations of the Army National Guard and Reserve of the Army personnel.

(2) The issue is accepted. The Board carefully examined the applicant’s record of service during the period of enlistment under review. There was a full consideration of all faithful and honorable service as well as the infractions of discipline, the extent thereof, and the seriousness of the offenses. The Board noted that the applicant was discharged under chapter 6, AR 135-178 with an uncharacterized discharge. The evidence of record does not support an uncharacterized discharge. Moreover, the Board noted that the applicant had over six years of creditable service at initiation of separation action. An uncharacterized characterization of service is improper in this case. The Board also noted that the applicant was discharged for the sole reason of a failure to meet the minimum standards of the Army Physical Fitness Test. Based on these factors, the Board determined that relief is warranted. Accordingly, the Board voted to grant relief by changing the characterization of service to fully honorable. However, the Board found that the reason for discharge was proper and equitable and voted not to change it.
