		IN THE CASE OF:

		BOARD DATE:  15 September 2015

		DOCKET NUMBER:  AR20150001655

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests the following military courses be added to his
DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 23 March 2013:

* Squad Designated Marksmanship Course
* Rapid Aerostat Initial Deployment (RAID) 17M Aerostat Operator Course
* Javelin Gunners Course

2. The applicant states these courses are missing from his DD Form 214.

3. The applicant provides three certificates of completion.

CONSIDERATION OF EVIDENCE:

1. On 28 October 2008, he enlisted in the Regular Army. He completed basic combat and advanced individual training and was awarded military occupational specialty 19D (Cavalry Scout).

2. He provided certificates of completion for the following military courses:

* Squad Designated Marksmanship Course (80 hours) - 30 January -
10 February (no year shown)
* RAID 17m Aerostat Operator Course (80 hours) - 1 February - 1 March 2010
* Javelin Gunners Course (no dates shown)
3. On 23 March 2013, he was released from active duty. The above courses are not listed in item 14 (Military Education) of his DD Form 214.

4. Army Regulation 635-5 (Separation Documents), in effect at the time, established the standardized policy for preparing and distributing the
DD Form 214. Formal in-service (full-time attendance) training courses successfully completed during the period of service covered were entered in
item 14. The entry included the title, length in weeks, and the year completed. The information entered in item 14 was to assist the member after separation in job placement and counseling; therefore training courses for combat skills were not be listed.

DISCUSSION AND CONCLUSIONS:

1. The Squad Designated Marksmanship Course and the Javelin Gunners Course are training courses for combat skills. In accordance with the regulation these two courses are not listed on his DD Form 214.

2. The RAID 17m Aerostat Operator Course is not a combat skill. The entry "RAID 17m Aerostat Operator Course, 4 weeks, 2010" should be added to
item 14 of his DD Form 214.

BOARD VOTE:

________  ________  ________  GRANT FULL RELIEF

____X___  ____X___  ____X___ GRANT PARTIAL RELIEF

________  ________  ________  GRANT FORMAL HEARING

________  ________  ________  DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the entry "RAID 17m Aerostat Operator Course, 4 weeks, 2010" to
item 14 of his DD Form 214 with a separation date of 23 March 2013.

2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief. As a result, the Board recommends

denial of so much of the application that pertains to the Squad Designated Marksmanship Course and the Javelin Gunners Course.
