THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:

* award of the Combat Infantryman Badge
* that he successfully completed the Javelin Gunnery Course

2.  He states this badge and military education were not included on his DD Form 214 at the time of his separation.

3.  He provides his DD Form 214 for the period ending 10 August 2010 and orders showing he completed Javelin Training.  

CONSIDERATION OF EVIDENCE:

1.  His records show that having a brief period of prior enlisted service, he again enlisted in the Regular Army, on 2 April 2008.  Upon completion of initial entry training he was awarded primary military occupational specialty (PMOS) 11B1O (Infantryman).

2.  The applicant's record contains:

	a.  Headquarters, United States Army Infantry Center, Fort Benning, GA Orders 210-118, dated 25 July 2008.  These orders show he was awarded Additional Skill Identifier (ASI) "2C" to be effective 1 August 2008 or upon completion of Javelin training.  As a result, his PMOS of 11B1O was withdrawn and he was awarded PMOS 11B1O2C (indicating he was a skill-level 1 Infantryman with the Javelin ASI).

	b.  Headquarters, United States Army Infantry Center, Permanent Orders 
78-4, dated 14 August 2008, which show he was awarded the Parachutist Badge to be effective on 22 August 2008 or upon successful completion of Airborne training.  As a result, his MOS was changed to 11B1P (indicating he was a skill-level 1 Infantryman with the "P" (Parachutist) Special Qualification Identifier (SQI).

	c.  Headquarters, 3rd Brigade Combat Team, 82nd Airborne Division, Forward Operating Base Hammer, Iraq, Orders 292-055, dated 19 October 2009, which show he was awarded the Combat Infantryman Badge for actively engaging or being engaged by the enemy on 14 August 2009.

3.  On 10 August 2010, he was discharged from active duty.  The DD Form 214 he was issued at the time of separation shows in:

	a.  item 11 (Primary Specialty Number, Title and Years and Months in Specialty), 11B1P 2C Infantryman (indicating he was a skill-level 1 Airborne and Javelin qualified Infantryman.

	b.  item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), no indication that he was awarded the Combat Infantryman Badge.

	c.  item 14 (Military Education), the entry NONE//NOTHING FOLLOWS."

	d.  item 18 (Remarks), shows he served in the Imminent Danger Pay area of Iraq from 5 December 2008 through 15 November 2009.

4.  The mission of the two-week Javelin Gunnery Course is to train combat Soldiers in the requisite skills required to successfully employ the Javelin.  The Javelin is a close combat missile system which provides accurate, medium-range close combat missile capability for the infantry rifle platoon and company.  The weapons squad of each rifle platoon includes a two-Soldier antitank section with the Javelin as its primary weapon.  The Javelin is used in offensive operations to provide precision, direct fires that suppress or destroy enemy armored vehicles, and to destroy bunkers, buildings, and other fortifications during urban combat.  In defensive operations, the Javelin might be used to overwatch obstacles, destroy armored vehicles, and force the enemy to dismount prematurely, exposing his infantry to small arms and indirect fires. The Javelin can destroy targets from medium ranges (65 to 2,000 meters), including helicopters and fortified positions. The Javelin is a dual-mode (top attack or direct attack), man-portable, close-combat missile that can engage and defeat tanks and other armored vehicles.

5.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.  The regulation provides that:

	a.  all awards and decorations will be entered in item 13.

	b.  the Soldier's military education is obtained from the Soldier's records.  It shows the formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 and includes title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, training courses for combat skills are not listed.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions were carefully considered and determined to have partial merit.

2.  The applicant was award the Combat Infantryman Badge by official orders.  Therefore, it would be appropriate to correct his DD Form 214 to show this badge.

3.  Army Regulation 635-5, which governs the preparation of separation documents, allows for entering all non-combat skills military training and education completed during the period covered by the DD Form 214 in item 14 of the DD Form 214.  The fact that the applicant successfully completed the Javelin Gunnery Course is not in question and his PMOS was properly amended to reflect the ASI for this qualification.  However, this course is clearly, and exclusively, a training course for combat skills.  Therefore, it would not be appropriate to annotate this course on his DD Form 214 because training courses for combat skills are not listed on the DD Form 214.  However, the applicant is advised that this Record of Proceedings will be filed in his military service records and should serve as additional evidence of his successful completion of the course.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Combat Infantryman Badge to item 13 of his DD Form 214.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the Javelin Gunnery Course to item 14 of his DD Form 214.

3.  The above action in no way diminish the sacrifices made by him in service to our Nation.  The applicant and all Americans should be justifiably proud of his service in arms.
