IN THE CASE OF: BOARD DATE: 1 OCTOBER 2009 DOCKET NUMBER: AR20090006288 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that the Advanced Noncommissioned Officer Course (ANCOC) and the Javelin Course be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states, in effect, he discovered the mistake when he checked his DD Form 214. 3. The applicant provides a copy of his diploma from the Noncommissioned Officer School of Infantry, dated 29 April 2005; his DA Form 1059 (Service School Academic Evaluation Report), dated 29 April 2005; his diploma from the Javelin Course, dated 29 August 2008; and his DD Form 214 in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 7 January 1985 and continued to serve on active duty through a series of reenlistments. 2. The applicant provided a diploma from the NCO School of Infantry and a DA Form 1059 which show he successfully completed 5 weeks of ANCOC training from 21 March 2005 to 29 April 2005 at Fort Benning, GA. 3. The applicant provided a diploma from the U.S. Army Infantry School which shows he successfully completed the Javelin [a manportable, "fire-and-forget" anti-tank missile] Course on 29 August 2008 at Fort Benning. 4. The applicant was retired from active duty on 31 January 2009 in the rank of sergeant first class. 5. Item 14 (Military Education) of his DD Form 214 does not reflect ANCOC or the Javelin Course. 6. Army Regulation 635-5 states, in pertinent part, that item 14 will list formal in service training courses of 40 hours or more successfully completed during the period of service covered on the DD Form 214 by title, length in weeks, and month and year completed. This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed. 7. The Army Training Requirements and Resources System (ATTRS) Course Catalog shows the course scope of Javelin training includes: Javelin introduction, description, target engagement, field application, maintenance, gunner skills test, and live fire. The Javelin training program integrates the Javelin into the overall unit-training program to increase combat readiness and ensure trainers and gunners are proficient in operating and maintaing the Javelin. DISCUSSION AND CONCLUSIONS: 1. The applicant successfully completed the 5-week ANCOC, on 29 April 2005. Therefore, this course should be added to his DD Form 214. 2. The applicant's diploma from the U.S. Army Infantry School shows he completed the Javelin Course in August 2008. The available evidence also shows the Javelin Course involves combat skills training. The governing regulation directs that training courses for combat skills are not recorded on the DD Form 214. Therefore, the Javelin Course should not be recorded on the applicant's DD Form 214.
