THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his records to show his place of birth as Orangeburg, South Carolina and the first three digits of his Social Security Number (SSN) as 210, not 204.
2. The applicant states the above information is incorrect on his DD Form 214 (Report of Transfer or Discharge) and he needs it corrected for future benefits.
3. The applicant provides copies of his birth certificate and a DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant was inducted into the Army of the United States on
8 September 1966. His DD Form 47 (Record of Induction) shows his place of birth as Orangeburg, SC. It does not include an SSN.
3. During the period of service in question the principal identification number was an Army Service Number (ASN). The ASN the service member was assigned was used consistently throughout the period of service including the pay records.
4. The service member's DA Form 20 (Enlisted Qualification Record) lists a place of birth of Orangeburg, SC and an SSN with the first three digits of
412-xx-xxxx.
5. The applicant was released from active duty on 1 September 1968.
6. The applicant's separation orders list an SSN with the first three digits of 204 as does the DD Form 214. The DD Form 214 shows a place of birth as "Grangeburg, South Carolina."
7. During a search of the internet for the town of "Grangeburg" only one entry was found and that town is listed in West Virginia, not South Carolina.
DISCUSSION AND CONCLUSIONS:
1. Item 8 (Place of Birth) on the applicant's DD Form 214 contains the entry "Grangeburg South Carolina." However, the available evidence shows the applicant was born in Orangeburg, SC. Therefore, item 8 of his DD Form 214 clearly contains a typographical error that warrants correction.
2. During the applicant's period of service the principal identification number was an ASN. The applicant consistently used an ASN throughout his period of service including on his pay records.
3. Neither of the two SSN's recorded in the applicant's record match the one the applicant is requesting and he has not provided any documentation to validate that the furnished "210" SSN is in fact assigned to him and that he used it during his military service.
4. Further, for historical purposes, the Army has an interest in maintaining the integrity of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending the applicant's DD Form 214 to show Orangeburg, SC, as his place of birth.
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to changing his SSN.
