THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his Social Security Number (SSN) with the second digit as a "0" instead of a "5."
2. The applicant states there is a typographical error on his DD Form 214 in his SSN.
3. The applicant provides:

CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant's record contains a DD Form 398 (Statement of Personal History), signed by the applicant on 3 July 1967. On the form he entered his SSN with the second digit as a "0."
3. On 6 July 1967, he was inducted into the Army of the United States. He was assigned an Army service number (ASN) as the primary source of identification. His DD Form 47 (Record of Induction) does not reflect an SSN.
4. A DD Form 1584 (National Agency Check Request), completed on 21 July 1967, shows his SSN with the second digit as a "0."
5. Item 1 of his DA Form 20 (Enlisted Qualification Record) shows his SSN with the second digit as a "0."
6. On 4 April 1969, he was released from active duty. Item 3 (SSN) of his
DD Form 214 shows his SSN with the second digit as a "5."
7. There is no DA Form 2139 (Military Pay Voucher) in his official record.
8. He provides his social security card that shows his SSN with the second digit as a "0."
9. During the period the applicant served on active duty, Soldiers were identified by their ASN. The Army discontinued using the ASN as an identifier and began using the SSN on 1 July 1969.
10. Army Regulation 635-5 (Separation Documents), effective 1 February 1967, states the Social Security Number in item 3 of the DD Form 214 will be transcribed from the Soldier's DA Form 2139.
DISCUSSION AND CONCLUSIONS:
1. During the period of the applicant's service, Soldiers were identified by their ASN. The Army did not start using SSNs as the primary source of identification until 1 July 1969.
2. The applicant's DD Form 398, DA Form 20, DD Form 1584, and his Social Security card all show his SSN with the second digit as a "0." Therefore, there is sufficient evidence to correct his DD Form 214 to show his SSN as shown on these documents.
