THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 13 April 2010 to show the Iraq Campaign Medal (ICM) with two bronze service stars.

2.  The applicant states he served in Iraq in support of the Surge Phase of Operation Iraqi Freedom for 25 days in December 2008.  His DD Form 214 shows the ICM with one bronze service star.  It should show the ICM with two bronze service stars, but Army regulations had not been updated to include the additional campaigns when he was released from active duty.

3.  The applicant provides:

* memorandum

CONSIDERATION OF EVIDENCE:

1.  After having prior enlisted service in the Regular Army from 5 March 1981 to 29 July 1982, he was commissioned as an officer in the U.S. Army Reserve on 30 July 1982.

2.  He entered active duty in support of Operation Iraqi Freedom on 6 November 2008.

3.  On 13 April 2010, he was released from active duty based on the completion of his required active service.  He completed 1 year, 5 months, and 7 days of active service this period which included 1 year, 2 months, and 12 days of foreign service.  His DD Form 214 for this period of active duty service shows in:

	a.  item 13 (Decoration, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized), in part, he was awarded the "Iraq Campaign Medal w/ Campaign Star."

	b.  Item 18 (Remarks), he served in Iraq from 7 December 2008 to 17 February 2010.

4.  He submitted a memorandum from Headquarters, 84th Training Command, dated 2 December 2011, Subject:  Awarding of Campaign Star during Operation Iraqi Freedom for the applicant authorizing him the wear of two bronze service stars for his participation in campaigns while he was assigned to Iraq.

5.  Army Regulation 600-8-22 (Military Awards) contains the Army's awards policy.  Paragraph 2-17 contains guidance on award of the Iraq Campaign Medal. It states it is authorized for 30 consecutive or 60 non-consecutive days of service in Iraq from 19 March 2003, to a future date to be determined.  A bronze service star is authorized with this award for each campaign a member is credited with participating in while serving in the following pertinent campaigns: 
* Iraqi Surge (10 January 2007 - 31 December 2008)
* Iraqi Sovereignty (1 January 2009 – 3 August 2010)
DISCUSSION AND CONCLUSIONS:

Evidence of record shows he was deployed to Iraq from 7 December 2008 to 17 February 2010.  Army Regulation 600-8-22 shows he served in Iraq during the Iraqi Surge and Iraqi Sovereignty campaigns.  Therefore, his DD Form 214 should be corrected to show an additional award of the bronze service star on his already-awarded ICM with one bronze service star.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the Iraq Campaign Medal with campaign star from item 13 of his DD Form 214 for the period ending 13 April 2010; and 

	b.  adding the Iraq Campaign Medal with two bronze service stars to item    13 of his DD Form 214 for the period ending 13 April 2010.
